faith- based local Non-Governmental Organisation (NGO) offering Comprehensive
HIV Care & treatment, Training, Research & General Medical Services;
also providing Health Systems Strengthening to scale up comprehensive HIV/AIDS
Services in 16 districts of Central Uganda.
Job Summary: The Communications
Manager will be in charge of developing and implementing the communications strategy
for Mildmay Uganda in alignment to the organisations communications strategy
for effective and efficient delivery of Mildmay Uganda’s strategic intent.
Key Duties and Responsibilities: 
1. Develop and maintain a
functional communications System as a platform for standardization of
communications and strengthen the communication across the MUg programme:
  • Carry
    out and document a situation analysis of Mildmay Uganda’s communication
    systems’ status to inform short and medium term strategic planning and
    policy development
  • Actively
    participate in the development, launch and review of MUg communications
    strategy to inform the design and implementation of MUg programme
    interventions
  • Oversee
    the integration and implementation of the MUg communications strategy in
    the organisational communications structures
  • In
    charge of developing and mainstreaming MUg’s communications policy guideline
    for effective control of compilation and sharing of information and
    messaging content to MUg’s audiences
  • Build
    and strengthen new and existing communications networks as a platform for
    effective dissemination of information on programming, lessons learnt and
    best practices
  • Maintain
    the calendar MUg’s online and print Directory, and provide accurate and
    updated information on Mildmay Uganda’s website, to include all documentation
    and stories submitted by different technical, support and client teams ,
  • Oversee
    the development of the work plans and budgets for the communications
    function at MUg periodically monitoring implementation against targets and
    regularly providing feed back to the director of S&P (as often as
    appropriate)
  • Effectively
    respond to the information needs of MUg’s target audiences by developing appropriate
    messages in liaison with technical teams and key spokespersons for target audiences
    and partner organisations
  • Routinely
    research and update MUg’s communications system to ensure alignment to the
    national and international communications standards.
  • Support
    MUg marketing initiatives by assisting in the design and preparation of
    quality promotional and marketing literature
2. Effectively manage
functional media relations so as to build and maintain a strong cooperate image
among national and international target audiences for increased access to MUg
services:
  • Work
    closely with technical teams to effectively respond to enquiries from
    media, on MUg’s programme activities
  • Manage
    the process of generating press releases, articles, Newsletters, Magazines
    (plan, write, prepare and/or review )according to approved organisational
    guidelines, taking responsibility for factual accuracy of content and
    ensuring consistency in communicating the MUg brand
  • Manage
    the planning and implementation of public events including press
    conferences, exhibitions, open days and press tours in alignment with
    MUg’s publicity and advocacy strategy
  • Technically
    support MUg’s interventions by fostering community relations through
    events such as open days and community outreaches through active
    involvement in initiatives relevant to MUg’s programmes
  • Proactively
    scan and manage Public Relation concerns of the stakeholder and media communities
    to avert potential programming crisis situations and a dented organization
    image
  • Build
    and strengthen working relationships with various stakeholder (clients or
    partners) ensuring that their information needs are effectively met.
  • Maintain
    a repository of published press releases and articles.
3. Lead in the Utilisation of
Mildmay Uganda’s M&E and Research information for the generation of
relevant messages and actively contribute to building MUg’s culture for Organisational
Learning:
  • Scan
    for and identify opportunities for capturing important events and scenes
    for documentaries and coordinating the process of developing the
    documentary
  • Plan
    and oversee the process of designing and writing publication material
    (in-house magazines, articles, annual reports, etc)
  • Develop
    a guideline for MUg’s in-house style for document design and formatting to
    ensure consistency for in-house and outgoing publications and messaging.
  • Actively
    engage the Monitoring and Evaluation Manager to ensure availability of
    MUg’s programme updates for development and dissemination of relevant
    messages to the target audiences
  • Build
    the capacity of technical teams to effectively contribute to MUg’s
    communications activities for progressive integration of and growth of the
    MUg communications culture
  • Manage
    the development and regular review and updating of Mildmay advocacy
    materials
  • Work
    closely with the Business Development Officer, take part in in-country
    fundraising initiatives, such as organizing fundraising events, charity
    walks, cooperate fundraising, following up pledges and others as
    appropriate.
  • Offer
    technical support to Mildmay Uganda activities within the district Health
    Centres and in the implementation of communication and advocacy activities
4. Ensure existence of an
exciting and informative online presence through highly available Website and
Social Media platform to strengthen MUg’s visibility and organisational
learning opportunities:
  • Provide
    content oversight to the website design process and ensure uninterrupted
    and dynamic MUg online presence as a forum for effective advocacy,
    publicity and online information sharing and organisational learning.
  • Plan
    for and supervise the production of high quality publicity brochures,
    handouts, promotional videos, photographs, films and multimedia programmes
    for a sustained relevance of Mildmay Uganda
  • Scan
    for website functionality issues and make recommendations for improvements
    in design and formatting to MUg’s Information and Communications Technology
    Manager, for uninterrupted online presence
  • Research,
    interview, write, edit, proofread and distribute content for electronic
    and print communication.
  • Coordinate
    the set-up and implementation of relevant National events and MUg specific
    and partner -led events to ensure visibility
  • Manage
    the PR business/social events organized by Mildmay Uganda or by Partner organizations
    to ensure that Mildmay Uganda’s image is heightened
  • Strengthen
    and or create linkages with other organizations for effective partnerships,
    coordination and networking
  • Represent
    Mildmay Uganda in various fora, meetings and events as the organisational
    ‘mouth piece’ from time to time as requested by the Executive Director
    Conduct periodic web-based surveys using relevant tools so as to assess
    the status of MUg’s image nationally and globally.
5. Manage the effective
planning, budgeting and expenditure for MUg Communications programme
activities:
  • In
    charge of planning and writing the departmental budget
  • Work
    closely with procurement department in getting the best out of the
    contracted service providers to ensure value for money
  • In
    charge of monitoring of the departmental budget
  • Keeping
    up to date with MUg’s financial systems and procedures and best practice
    in managing resources; and with Donor requirements concerning resource
    /manpower utilization
  • Receiving
    periodic Communications departmental financial statements and budget
    reviews from Finance Department ; taking appropriate corrective action in
    case of any variance from what has been planned
  • In
    charge of reviewing expense requests, aligning them to budget lines before
    giving approval
  • Ensure
    that Communications department financial information required by the
    organisation is provided on time and to standard; ensuring that
    requirements for the deployment of resources are adhered to by all members
    of the team at all times
6. To lead the Communications
Team in a manner that empowers them to deliver excellent service and mentor
teams to implement with high standards:
  • Communicate
    to the Communications Team a clear and exciting vision for the work of MUg
    and the role of the communication M&E Team
  • Ensure
    that each member of the team fully understands the outcomes that are
    expected ofthem and that they are aware of best practice in Communications;
    ensuring that they behave in a way which will maintain good relationships
    with donors, partners and MUg staff
  • Ensure
    that work is planned and organised in a way which will meet the needs of
    the organisations in the most cost effective manner possible; ensuring
    that team members are given appropriate workloads and are working
    efficiently
  • Support
    team members to enable them to give of their best e.g. by encouraging and
    praising good performance, coaching, assisting staff to prevent or resolve
    problems, providing resources, tools and equipment
  • Regularly
    monitor and review performance and, in particular, holding staff accountable
    for meeting success criteria and delivering any improvement goals which
    have been identified; taking decisive action in the case of poor
    performance
  • Ensure
    that staff are adequately trained and developed for their roles e.g. by
    analysing staff training needs, organising the delivery of training or
    coaching, coordinating the sharing of experience
Qualifications, Skills and Experience: 
  • The
    applicants for the NGO Communications Manager opportunity should a University
    degree in Mass Communication, with a speciality in Public Relations or
    Print Journalism
  • Possession
    of a post graduate training in International Relations , Public Relations
    or other relevant field is desired
  • Five
    years’ experience in Communications or related work in a health setting or
    Print Journalism writing on health or health related themes
  • Working
    knowledge about HIV related work is an added advantage
