faith- based local Non-Governmental Organisation (NGO) offering Comprehensive
HIV Care & treatment, Training, Research & General Medical Services;
also providing Health Systems Strengthening to scale up comprehensive HIV/AIDS
Services in 16 districts of Central Uganda.
Job Summary: The incumbent
will integrate Quality Assurance Continuous Quality Improvement principles and
functionalise Quality Assurance System for effective service delivery across Mildmay
and supported programmes with the aim to promote and sustain excellence in
programme planning and implementation
Key Duties and Responsibilities: 
1. Implement the MUg Quality
Assurance plan & performance framework for Mildmay Uganda and supported
programmes to guide technical teams to provide services with excellence:
  • Carry
    out a situation analysis of MUg and supported programmes to establish the baseline
    status of Quality Assurance (QA) activities to inform the development of a
    new and relevant quality assurance plan and performance framework
  • Technically
    support QA Coordinator in the development of QA strategies specific to
    individual MUg projects in line with the MoH or other guiding Quality
    Assurance frameworks
  • Support
    MUg staff to interpret and integrate QA activities in the departmental
    work plans to ensure effective mainstreaming of QA principles and
    practices across MUg and supported programmes
  • Technically
    support the development and implementation of a mechanism to ensure
    effective translation of the principles into practice with a full
    complement of indicators for monitoring the level of integration of the QA
    principles and practices
  • Routinely
    follow up with technical teams to support the uptake of recommended
    actions from the monitoring and evaluation of QA activities, identify
    bottlenecks and respond appropriately for effective translation of the
    principles and practices in liaison with the QA steering committee
  • Actively
    participate in the review and update of the Mildmay Uganda Quality Assurance
    strategy with careful consideration of stakeholder inputs to foster ownership
    and sustainability of the QA interventions
2. Ensure implementation and
integration of the Quality Assurance data collection & reporting plan
across MUg service delivery functions with the aim to cultivate the QA culture
across MUg and supported programmes:
  • Technically
    support the MUg technical teams to develop Quality Assurance
    plan/guidelines, data collection & reporting tools which are
    consistent with the MUg Strategic Information Systems Framework (SISF)
  • Build
    the capacity of technical teams at MUg and supported programmes to collect
    and analyse data on QA activities to effectively respond to identified
    quality issues
  • Carry
    out periodic review & update of QA data collection & reporting
    tools to provide changes in service delivery information needs and to remain
    consistent with the MUg strategic intent in QA
  • Conduct
    periodic Quality Assurance assessments/audits so as to inform short term strategy
    review and ensure effective implementation
3. Support MUg Technical teams
and other programmes to develop and mainstream QA information sharing and
reporting guidelines (QAISRg) for systematic reporting and dissemination:
  • Ensure
    that departments have in place standard, systematic and consistent
    reporting guidelines for their activities
  • Technically
    support the MUg technical teams and supported facilities to integrate and
    apply the QA guidelines in routine/periodic reporting and information
    sharing so as to strengthen existing systems for effective organisational
    learning
  • Compile
    and disseminate periodic timely Quality Assurance progress reports for all
    relevant internal & external stakeholders for effective and
    sustainable outcomes for QA interventions
4. Participate in the annual
documentation of Quality Assurance program outcomes as evidence for MUg’s
advocacy, organisational learning and programme improvement:
  • Develop
    annual plan for documentation of QA outcomes across assigned MUg departments
    and supported programmes in liaison with technical teams, and the M&E and
    Research Managers
  • Work
    closely with QA Coordinator support development of study/evaluation designs/guidelines
    for periodic conduct of Quality Assurance project evaluations for performance
    measurement
  • Carry
    out periodic evaluations of the performance of the QA interventions in
    improving service delivery as measured against the baseline at situation
    analysis to inform strategy review towards achievement of excellence
  • Compile
    Quality Assurance evaluation reports for stakeholders for ownership &
    action as necessary
  • Document
    lessons learned from Quality Assurance, success stories and best practices
    for research, learning & continuous quality improvement of Mildmay
    Programme
Qualifications, Skills and Experience: 
  • The
    Quality Assurance Officer should preferably hold a Degree in Demography,
    Statistics, Social Science or Development Studies
  • At
    least a year of experience in M&E/Research/Quality Assurance among
    other related fields
  • Working
    knowledge of Quality Assurance, M&E, Research, Data quality management
    systems
  • Computer
    literacy skills i.e. advanced application of statistical packages Including
    STATA, SPSS, Epi-Info, MS Access, Excel
  • Excellent
    analytical ability and critical thinking (Analysis and Synthesis of Data)
  • Excellent
    communication and interpersonal skills
  • Proven
    skills in planning and implementing M&E systems
  • Good
    report writing skills
  • Excellent
    communication skills
  • Ability
    to work under pressure; and in sympathy with the Christian values of
    Mildmay Uganda.
  • Excellent
    communication and interpersonal skills
  • Fluency
    in English and local language(s) are crucial.
  • Evidence
    of a non-judgemental approach regarding race, religion, culture, sexuality
    and lifestyle is critical.
