About USAID GAPP Project:
RTI is the prime contractor
for USAID funded GAPP program. The goal of this seven year program is to
increase participation accountability and local governance for effective
service delivery. To achieve this goal, GAPP will focus on three components:
(1) Support and strengthen national level government accountability
institutions in their interaction with local governments; (2) Strengthen local
government revenue, procurement, financial and planning systems; and (3) Strengthen
civil society organizations (CSOs) and other non-state actors (NSAs) to improve
voice and accountability. GAPP will work at the national level and in at least
twenty-five districts in northern Uganda, the Albertine region of Bunyoro, and
central Uganda.
Job Summary: The Monitoring and Evaluations Specialist
will provide technical support to the Governance Accountability Participation
and Performance (GAPP) program.
Key Duties and
Responsibilities: 
1. Monitoring and Evaluation tasks (30%)
  • Technically
    support collection and analysis of data for the project in accordance with
    time frames set forth in the work plan
  • Develop
    M&E tools for the program, as and when need arises
  • Technically
    support the documentation of best practices and facilitate the use of such
    data to drive program design and decision making
  • Offer
    technical guidance to build or strengthen partner and stakeholder capacity
    for M&E including data management
  • Carry
    out Data -Quality Assessments internally and at Grantee sites for selected
    IP custom and USAID/Uganda indicators
  • Take
    lead in design of qualitative data collection techniques for documenting
    program outcomes
2. Learning and Adaptation Tasks (40%)
  • Develop
    resources and tools to create, capture, organize, translate, share, and
    apply knowledge to improve GAPP program interventions.
  • Build
    the capacity for adapting to new learning and changes in context through
    effective approaches.
  • Coordinate
    knowledge capturing, sharing and strategic learning to speed innovation
    and catalyze new innovations.
  • Coordinate,
    plan, and implement institutional learning activities relevant to the
    achievement of GAPP goals and objectives
  • Harmonize
    with GAPP implementing partners and other stakeholders to strengthen
    systems and processes that promote and facilitate efficient learning and
    knowledge-sharing.
  • Track
    best practices in knowledge management to incorporate new or improved
    learning tools and approaches into the GAPP program.
  • Work
    closely with the M&E Manager and Technical Team Leads, assume a
    leadership role in identifying critical knowledge gaps and needs related
    to key strategic risks and assumptions identified in the GAPP work plans
3. Coordination, Collaboration, and Synergy (20%)
  • Work
    closely with Technical team leads, conduct a detailed stakeholder collaboration
    mapping
  • Work
    in liaison with component leads, use knowledge sharing and outreach to
    other partners to catalyze networks and facilitate collaboration.
  • Develop
    tools and formats for documenting Coordination, Collaboration and Synergy
    and such results accruing from the same
4. Other Tasks (10%)
  • Supervise
    and mentor the Monitoring and Evaluation Officer
  • Perform
    any other duties as assigned by the Technical lead of Collaborating,
    Learning and Adapting Team
Qualifications, Skills and
Experience: 
  • The
    applicant should hold Graduate or post-graduate degree in statistics,
    development studies, project planning and management or related field
  • A
    minimum of five years of demonstrated experience in M&E on USAID
    programs
  • Past
    experience in data collection, statistical analysis, quantitative and
    qualitative research, and dissemination of results
  • Detailed
    knowledge of USAID system indicators, results, and reporting
  • Past
    experience in designing survey and research tools and developing
    performance monitoring plans.
  • Prior
    experience organizing and delivering training workshops, with the purpose
    of developing local capacity especially for district based partners
  • Excellent
    communication and interpersonal skills, and the ability to work in a team
  • Possess
    the ability to develop a good working relationship with local
    organizations, other program partners and counterparts in order to
    contribute at the highest level to project deliverables
  • Requires
    minimal supervision
  • Fluency
    in English language
