Key Performance Areas:

3. Capacity Building and Career Development:

  • Work in consultation with the relevant partners, the Regional HR Development Committee and DHR, implement timely and effective staff learning and development programmes and briefing on career management to all staff in the office in order to strengthen their capacity building and advance career development planning.
  • Supports and utilize a database on staff development activities and training contracts and take follow-up actions for processing of external collaborator contracts and implementation of planned training activities.
  • Determines training and learning needs in consultation with organizational units at HQ and in the field in order to identify organizational competency gaps and gender imbalances. Advises on staff learning/development, career development, coaching and counselling
4. Strategic HR Planning and Management:
  • Provide ongoing strategy direction, interpretation and technical support to management of the country offices in the all area of HR management. Provides accurate and sound technical analysis and timely support to the management and planning process in the office as it relates to budget planning, staffing, organization design, change management and other HR strategy planning and development deliberations.
  • Works closely with the HQ Divisions to support and contribute to corporate HR strategy formulation and local implementation; advise on the applicability of new strategy and guidelines to country offices HR plans and activities.
  • Offer timely feedback and make recommendations from a field perspective on the establishment and improvement of systems and internal controls, planning and change management and resolution of HR issues and problems.
  • Take part in Country Programme Strategy Review meetings to identify new trends, priorities and requirements. Participate in Global workshops and meetings for the strategic planning as needed.
5. Management Excellence in the Office:
  • Promote management excellence in the office by ensuring accountability in all areas of HR demonstrating a high level of skills in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counselling, systematic and equitable performance management, and staff development and learning activities.
  • Effectively manage the human and financial resources (budget planning, management and monitoring) of the office and ensure both are optimally utilized.
  • Monitor compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in all activities in HR; ensure the implementation of agreed audit recommendations; advise on corrective measures to be taken and establish relevant internal controls.
6. Staff and Management Relationship Management:
  • Actively monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.

7. Inter-agency Cooperation, Networking and Partnerships:
  • Ensure active coordination of HR initiatives with other agencies. Maintain effective and steady communication or working relations with UN agencies to seek harmonization as well as new ways to enhance effective HR management and development in UNICEF. Support common strategies and approaches for enhancement of the HR reform within the Common system.
  • Co-ordinate HR activities with other UN agencies and cooperate with partners in the locality, including Government and NGOs .Identify and explore the "best practices" in HR area. Participate in the inter-agency coordination, conferences and other forums to improve HR planning, implementation, staff learning and development, recruitment, etc.
8. Emergency and Staff Security:
  • Work in coordination with management and the staff, plan and ensure effective emergency preparedness and rapid responses in case of emergency.
  • Properly and promptly investigate and respond to emergencies affecting staff, including immediate actions, and if necessary, coordination with UN agencies and other parties concerned, in accordance with the UN and UNICEF emergency and security policy and guidelines.

Qualifications, Skills and Experience:
  • The ideal UN Human Resource Manager should possess an advanced university degree (Master's) in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or a directly-related technical field(s) is required.
  • At least eight (8) years of relevant experience, at the national and international levels, in HR Management and Staff Development is required.
  • Work experience in emergency duty station is considered an asset.
  • Prior hands-on experience in supervisory capacity is required.
  • Language Proficiency: Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM), established in 2004, is a consortium of 42 universities in 19 countries of Eastern, Central and Southern Africa (ECSA). The organisation evolved from the Forum on Agricultural Resource Husbandry (FORUM) program of the Rockefeller Foundation. RUFORUM is registered as an International Non-Governmental Organisation (NGO) and has mandate to oversee graduate training and networks of specialization in the Common Market for Eastern and Southern Africa (COMESA). RUFORUM has an MoU with the African Union for strengthening science, technology and innovation capacity in Africa.

Key Duties and Responsibilities: 
1. Technical Support to the ES:
  • Advise the Executive Secretary on strategic issues that relate to the core business of RUFORUM
  • Follow-up technical issues on behalf of the ES. These issues include but are not limited to: selected assignments from the ES to Secretariat staff, selected commitments made by the ES to partners and vice versa, requests to and from partners
  • Compile and prepare the ES’s progress reports to RUFORUM’s AGM, Board of Directors, Board Committees, Funding agencies and Network partners
  • Assist the ES’s advocacy, partnerships and resource mobilization functions, in liaison with other units especially Partnership and Business Administration
  • Manage the revision and updating of the Secretariat’s Operational Manuals and support documents (such as Finance and Human Resource Manuals)
  • Accompany the ES on official missions to assist him/her in organizing appointments, preparing content for meetings, and capturing in back-to-office reports highlights of the mission and the issues for follow-up by RUFORUM and partners.
2. Support the ES in performing his/her function as the Secretary to the Board of Directors and Board Committees to:
  • Prepare for AGM, Board and Committee Meetings (draft the concept notes including the agenda, collation and distribution of the documentation and overseeing the logistical arrangements)
  • Capture the AGM, Board and Board Committees proceedings and produce drafts of the minutes,
  • Follow-up the implementation of AGM, Board and Committees decisions, and
  • Perform any other duties as will be assigned by the Executive Secretary
  • Prepare technical materials not reflected above
  • Intuitively review and analyze documents to generate synthesis papers with recommendations that generate appropriate actions from RUFORUM and partners

Qualifications, Skills and Experience: 
  • The candidate should hold a PhD or Master’s degree in international relations, economics, business management, agricultural economics, natural resources management, agricultural extension, agricultural education, engineering or a related field.
  • A minimum of three or more years’ working experience with similar responsibilities in an organization with a mandate comparable to RUFORUM geographical scope and sector breadth; a Post Doc position of two years will also be considered as applicable experience.
  • A strategic mind-set and proven ability to synthesize information into succinct messages; Strong quantitative analytical skills
