About EU:
The European Union (EU) is a unique economic and political partnership between 28 European countries that together cover much of the continent. The EU was created in the aftermath of the Second World War. The first steps were to foster economic cooperation: the idea being that countries who trade with one another become economically interdependent and so more likely to avoid conflict. The result was the European Economic Community (EEC), created in 1958, and initially increasing economic cooperation between six countries: Belgium, Germany, France, Italy, Luxembourg and the Netherlands. Since then, a huge single market has been created and continues to develop towards its full potential.
Job Summary: The Programme Officer will technically support the European Union Delegation in the areas of Economics and Public Finance Management.
Key Duties and Responsibilities: 
1. Policy Analysis:
  • Follow up the macro-economic situation, PFM and NDP related developments.
  • Intuitively analyse, assess and manage relevant data and information for policy-making, management and planning decisions.
  • Analyse Government budget data as well as output data to present trends through graphs and tables, accompanied by analytical write ups.
  • Significantly contribute to the drafting and updating of comprehensive analysis reports, annual reports, synthesis reports and / or briefings.
2. Project Management:
  • Backstop project and programme management to ensure that all the necessary conditions (institutional, budgetary, logistical, etc.) are met when executing programmes/ projects.
  • Make sure that all appropriate evaluation and reporting on programme/ project execution is done.
  • Oversee and backstop all aspects of the project cycle including procurement processes, project identification, project monitoring, project evaluations, reporting and proposing appropriate remedial action if and when needed.
Qualifications, Skills and Experience: 
  • The ideal candidate for the aforementioned EU Opportunity must possess a degree in economics and preferably a specialisation in any of the following related areas: Public Finance Management, Health and/or Education economics.
  • A minimum of three years’ working experience in related sectors.
  • Effective analytical skills and problem solving skills.
  • Excellent interpersonal skills.
  • Computer literacy skills especially with regard to MS Office (Excel, Word, PowerPoint).
  • Excellent Excel, data analysis and presentation skills.
Language: Fluency in English.
