Job Summary: The Deputy National Director will provide executive
leadership and coordination of the organizational strategic planning process
while leading in the assurance of programmatic quality, excellence in
execution, business development, and support services functions of the
organization in order to manage risk and compliance while attracting and
securing funding to maintain continuity for the organization.
Key Duties and
Responsibilities:
1. Leadership / Management:
  • Lead the strategy development process for the
    office with clear, measurable short-term and long-term targets;
    Ensure that Ministry strategies are aligned with Regional, Partnership
    strategic priorities and the country specific strategic guidelines /
    priorities;
  • Coordinate the quality assurance meetings for
    the Senior Management Team and the Expanded Management Team and ensure
    agreed action plans are implemented.
  • Provide leadership, coordination and evaluation
    of the organization’s strategic initiatives and special projects –
    particularly those requiring cross-functional teams whose participants are
    members of the Senior Management Team.
    Provide oversight and ensure that strategic leadership of the Programs
    Development, Quality Assurance and Support Services functions of the
    organization.
  • Model a high standard of personal Christian
    leadership, ministry and integrity though lifestyle and work
    relationships, and provide spiritual guidance to staff on the Vision,
    Mission and WV Core Values, including countries with restricted religious
    context; Ensure that office leadership is capable to work in interfaith
    contexts and is familiar with World Vision’s commitments.
  • Respect, value and promote gender, age,
    religious and ethnic diversity;
    Ensure excellent standards in the management of the human, financial,
    capital and technical resources of the organization, which includes
    inspiring and maintaining high standards of work and clear accountability
    to stakeholders.
  • Engages direction with projects to providing
    encouragement and support to WV programs. 

    Ensure that initiatives directed to build capacity required to implement
    local fundraising are included in the office capacity building plan.
2. Management of Major Grants:
·        
Ensure that there is effective leadership, strategic direction and
support to all major grants in World Vision Uganda.
·        
Ensure that evidence from major grants is used to influencing programming
in World Vision Uganda and that it is used for Grant Acquisition
·        
Work with Integrated Programmes Division to develop synergy between major
grants and  smaller grants that are
managed by Integrated Progarmmes Division (IPD)
·        
Work with Grant Acquisition and Management (GAM) to ensure that there is
good capacity in the National Office for Grant Management
3. Quality Assurance:
  • Provide leadership to ensure contextual programmatic and
    organizational standards are established and measured
  • To ensure the organization has an established technical excellence
    and quality assurance function orientated around World Vision’s three
    track ministry while ensuring there is effective coordination of timely
    and appropriate technical assistance in accordance with established
    standards and norms for program quality and impact.
4. Support Services:
  • Ensure that the support services function has
    strategic leadership optimizing effective implementation of ICT,
    procurement, fleet management, administration while mitigating operational
    risks and increasing overall security by establishing systems and
    mechanisms to ensure ministry effectiveness.
  • Ensure procurement and logistics transactions
    are carried out in accordance with WVI financial guidelines, policies and
    procedures.
  • Advocacy and Representation, Support the ND in
    the engagement and building of strategic alliances with the government of
    the country, major donor agencies, WV Partnership, non-governmental
    agencies, churches and media;
  • Oversee the development and implementation of
    appropriate advocacy strategies to raise awareness of and advocate for
    change in- key issues within the specific context;
  • Lead and facilitate strategies for the
    promotion of justice that look for the change of unfair structures that
    oppress those in need; Ensure WV is positioned as a leading NGO in promoting
    the well-being and rights of children within the country context to
    deserve public and stakeholders’ confidence and trust;
    Strengthen awareness of World Vision’s program both within and outside of
    the WV Partnership;
    Promote WV’s brand internally and externally.
5. Advocacy
and Representation:
·        
Support the ND in the engagement and building of strategic alliances with
the government of the country, major donor agencies, WV Partnership,
non-governmental agencies, churches and media;
·        
Oversee the development and implementation of appropriate advocacy
strategies to raise awareness of and advocate for change in- key issues within
the specific context;
·        
Lead and facilitate strategies for the promotion of justice that look for
the change of unfair structures that oppress those in need; Ensure WV is
positioned as a leading NGO in promoting the well-being and rights of children
within the country context to deserve public and stakeholders’ confidence and
trust;
·        
Strengthen awareness of World Vision’s program both within and outside of
the WV Partnership;
·        
Promote WV’s brand internally and externally
6. Other duties as assigned:
  • Deputize for the ND in his/her absence
    Work collaboratively with the ND regarding the engagement and integration
    of the local MFI (if applicable).
  • Work collaboratively with other Deputy NDs and
    regional staff from time to time.
  • Participate in regional and partnership
    initiative as required
  • Attend and participate in the Senior Leadership
    Team meetings.
  • Perform any
    other responsibilities 
 Qualifications,
Skills and Experience:
  • The applicant should possess a Master’s degree
    in development related fields or related field of study
  • Eight to ten years at management/leadership level, out of which at
    least three (3) years in senior position with demonstrated understanding
    of the workings of the WV Partnership.
  • The holder of this position must be a results oriented leader who
    can handle a heavy work load as well as manage and satisfy multiple and at
    times conflicting organizational, donor and other stakeholder demands.
  • S/he must also be adept at both strategic and future planning while
    ensuring daily support services operations are functioning smoothly and
    efficiently to support the ongoing integrated ministry.  Solid public relations/compelling
    communication skills a plus and must be a strong team player.
  • The position holder should have a wide experience in leading
    strategic development in large or complex organizations with cross
    functional management experience.
  • The position holder should have proven knowledge of and experience
    with the international donor community and the ability to effectively lead
    public and private acquisition efforts.
  • The holder of this position must be a results orientated leader who
    can handle a heavy work load as well as manage and satisfy multiple and at
    times conflicting organizational, donor and other stakeholder demands.
  • Mature Christian, able to stand above
    denominational diversities
