About Us:
The Government of Uganda is to implement the Youth Livelihood Programme
(YLP), under the Ministry of Gender Labour and Social Development (MGLSD). The
overall objective of the Programme is to address the escalating problem of
Youth Unemployment in Uganda.
Job Summary: The Skills
Development Specialist will manage and co-ordinate the Skills Development
Component of the Youth Livelihood Programme.
Key Duties and Responsibilities:
  • Liaise with skills training
    Institution to develop youths that require Vocational Training curriculum.
  • Organise and arrange
    apprenticeship with master craftsperson in training youth in practical
    vocational trades.
  • Advise the Youth
    Livelihood Programme Manager on effective promotion and implementation of
    Skills Development projects.
  • Supervise Programme
    activities related to participatory programme development, technical
    planning, promotion and performance appraisals for implementing Districts
    & communities throughout the programme cycle.
  • Prepare and submit
    quarterly Skills Development Performance report.
  • Co-ordinate YLP
    activities through Training of Trainers (TOT) in vocational skills.
  • Provide guidance to
    ensure consistency and coherence in the interpretation of YLP criteria,
    principles, standards and norms.
  • Advise
    communities/youth and district staff on procedures and requirements for
    funding from YLP.
  • Prepare progress
    reports on the status of the on-going activities
  • Advise and make timely
    recommendations to the Youth Livelihood Programme Manager, Heads of Unit
    and District leadership on identified Programme implementation issues.
  • Organize and
    coordinate training events for respective actors to address specific and
    emerging issues while promoting awareness and enforcing shared
    understanding and working knowledge of YLP.
  • Ensure timely
    dissemination of reports.
  • Formulate short and
    long-term implementation plans.
Qualifications, Skills and Experience:
  • All suitable applicants
    must be Ugandans possessing the following:- an Honours Bachelor’s Degree
    in Economics / Development Studies / Social Sciences/ Social Work and
    Social Administration or Business Administration from a recognized
    University OR a Masters degree in Economics /Development Studies /Social
    Sciences / Business Administration from a recognized University.
  • A Post Graduate
    Certificate in Vocational/Business / Technical studies will be an added
    advantage.
  • At least five years of
    practical experience in vocational, business or technical skills training.
  • Knowledge of Training
    for Community Development Transformation and Participatory Rural
    Appraisal.
 Personal Competencies: Project Management; Computer Literacy, Good
Interpersonal and communication skills; Leadership and Networking, Ethics and
Integrity.
