Communications Act No.1 of 2013. UCC’s Mission is to “Effectively regulate the
communications sector in order to facilitate growth of communications services
for sustainable development.”
Manager will establish, review and monitor implementation of frameworks
/ guidelines: to manage and ensure effective competition amongst the providers
of communication services.
- Develop and monitor
the implementation of a framework and guidelines in respect to
competition including the setting of parameters for measuring and
enforcing competition dispute resolution. - Develop and monitor
the implementation of frameworks and regulations for cost based
interconnection including the definition of costing approaches and pricing
methodology in accordance with the departmental mission. - Define and monitor the
implementation guideline for tariff and service pricing regulation
applicable to all postal, broadcast and telecommunication services in line
with the provisions of the Uganda Communications Act. - Develop and monitor
the implementation of guidelines for regulatory accounting and costing in
line with the provisions of the Act that ensures effective competition in
the communications sector. - Develop and implement
a reporting framework for communications service providers that will:
enable effective regulation of the communications services market; provide
the foundation for sector policy formulation; and provide inputs to
regular publications and reports in fulfillment of the functions of the
Commission. - Conduct periodic
assessments of the strategic interaction between licensed service providers,
and report on the consequences to effective competition in the
communications sector, of such interactions; - Develop and periodically
review the Commission’s competition policy and guidelines, and provide an
assessment as to the efficacy of rulings and decisions derived from such a
policy and guidelines. - Oversee the collection
and incorporation of ICT sector statistics in the realm of national
statistics. - Provide management and
direct supervision of the Economic Regulation Unit including: developing
and managing its budget, work plans, and personnel;
Experience:
- The applicant should
possess a Masters degree in, or with a concentration in one the following:
Industrial Organization, Economics of Regulation, Strategic Management,
Finance, and Economic Policy & Planning, Competition and Market
Regulation or some similar but related field. - At least four
(4) years experience in the development and formulation of economic
and empirically based policy and strategy, preferably in a
regulatory environment - Knowledge of
Cost-Benefit analytical methods or applied game theory or Behavioral
economics is a plus. - Computer literate and
proficient with spreadsheets, word processing and presentation software. - Report writing
and presentation skills are a must
- Experience in
the conduct and review of market definitions and assessments; - At least two
years in a management role; - Ability to
comprehend and translate high level policy decisions into actual and
effective practice;
driven, personal integrity and ethics, leadership, ability to develop
strategic plans in a collaborative manner, excellent report writing and
communications skills.
