Job Summary:  The Finance and Administration Manager will
oversee the day to day financial accounting and administrative services and
provide support to UK staff presence in Uganda in order to meet corporate
standards and improve on operational efficiencies.
Job Context and Environment:
The Finance and Administration Manager reports to the Head Finance and
Resources and is responsible for maintaining internal control procedures,
preparation of payroll, procurement and managing office operations. The post
holder will also  provide financial
support to  Partnerships and Full Cost
Recovery Projects,  making sure that such
projects are delivered in accordance with the financial procedures of the
respective donor/partner.
Key Duties and Responsibilities:
Financial management:
  • Monitor the financial environment in order
    to ensure that the
  • Council’s processes are adhered to and
    internal control standards are achieved by;
  • Processing procurement transaction for
    Business Support Unit, and shared services
  • Process vendor payments in liaison with
    the finance hub and ensuring that any issues are resolved timely
  • Manage vendor relationships making sure
    that they are paid in line with agreed terms
  • Provision of advisory support to
    operational staff making procurements
  • Timely recording of financial transactions
    to facilitate the budget management process
  • Processing of payroll and remittance of
    statutory obligations in line with set
  • Timelines
  • Maintaining of cash controls
  • Participate in the planning and reporting
    processes
  • The post holder must ensure all corporate
    and audit requirements are complied with across the office and that value
    for money and quality is achieved.
Administration Management:
  • Take lead in the management of
    organisational resources ensuring that they are used in accordance with
    corporate policies
  • Maintenance of assets ensuring that they
    are in good working condition and minimising down time
  • Fixed assets and inventory are suitably
    utilised and records are up to date
  • Security of all British Council assets as
    per corporate standards
  • Maintain financial files and records
  • Maintaining efficiency and good working
    conditions of the office premises and residences
  • UK staff presence is in adherence to local
    requirements
  • Coordinate with the wider office team the
    use of shared resources and services
  • The post holder must ensure all corporate
    requirements are complied with, and exact value for money and excellent
    customer service. 
Partnerships and Full Cost Recovery Projects:
  • Work with the programme delivery teams to
    ensure that the respective projects are delivered in line with
    donor/partner financial requirements.
  • Setting up of financial processes and
    compliance standards with the implementing partner
  • Conduct periodic review with the partner
    to ensure that the set standards are achieved
  • Oversee the procurement transactions for
    the project
  • The post holder must ensure that all
    expenses incurred under this project meet donor/partner criteria.
Manage key business processes:
  • These include emergency procedures, health
    and safety and security. 
  • Ensure all are tested regularly,
    up-to-date and effective.
Other administrative work: As required.
Special requirements of the Job:
  • Some unsocial hours and weekend work may
    be required.

Qualifications, Skills and
Experience:
  • The candidate should possess relevant
    accounting qualifications
  • Proactive and demonstrable ability to work
    with minimum supervision
  • Analytical and problem solving skills
  • Excellent organisational and time
    management skills with the ability to prioritise and juggle tasks
  • Demonstrated experience in financial
    management, asset and facilities management
