About
NU-HITES:

The Northern Uganda-Health Integration for Enhanced Services (NU-HITES)
project, funded by the United States Agency for International Development
(USAID), aims to increase the use of quality health services and to strengthen
systems for the delivery of quality health services in northern Uganda. The cooperative
agreement between USAID and Plan International USA, NU-HITES’ lead
organization, began on August 8, 2012 and continues through August 7, 2017. NU-HITES
is implemented by a consortium led by Plan International USA. The consortium
includes IntraHealth International, the Tulane University School of Public
Health and Tropical Medicine (Tulane), the Communications for Development
Foundation of Uganda (CDFU), Uganda Health Marketing Group (UHMG), and The AIDS
Service Organization (TASO).
Project
Goal:
The goal of the
NU-HITES project is to improve and sustain the health and nutritional status of
northern Uganda’s population. The NU-HITES consortium works to address barriers
to the availability and quality of health services and supports the strengthening
of health service delivery. NU-HITES has been asked to implement a health
worker hiring program in the NU-HITES’ districts, and IntraHealth is
responsible for managing the program. The program will initially hire 168
health workers in 13 districts and be responsible for paying their salaries.



Job
Summary:
  The Personnel and Administrative Officer will
help in the implementation and monitoring of the NU-HITES health worker hiring
program implemented by IntraHealth and offer administrative support implementation
of human resource policies, strategies, guidelines, rules, regulations.



Key
Duties and Responsibilities:
  • The
    Personnel and Administrative Officer will be responsible for the administrative
    issues relating to the hiring program in the Gulu office.
  • Assess
    the time certifications from the districts and the project sub-regions
    each month and help to resolve discrepancies or other non-compliance
    issues relating to them.
  • Pass
    time certifications to the IntraHealth Finance Officer for payment of
    salaries, ensuring that a proper audit trail is maintained
  • Keep
    personnel records of all the health workers hired under the program,
    updating as new information is provided
  • Assist
    in the supervision of the health workers as directed, in collaboration
    with other NU HITES staff
    Assist in meeting organization for the health workers in the region twice
    a year and organize reports.
  • Help
    with distribution of the health worker uniforms
  • Meet
    frequently with NU-HITES sub-regional staff to discuss and resolve issues relating
    to the hiring program.
  • Support
    in the collection of information relating to the performance of health
    workers in collaboration with the district officials, in order to effect
    payment.

Qualifications,
Skills and Experience:
  • The
    applicant should possess a Bachelors Degree in Social Sciences, Human
    Resource Management or Public Administration;
  • Possession
    of at least three years experience preferably with NGOs sub-sector;
  • Experience
    in working with human resources is preferred
  • The
    job holder should well versed with government operations with  regard
    to human resource management.
  • Possess
    excellent interpersonal teamwork and programming skills
  • Strong
    communications and organizational skills
  • Strong
    skills in understanding, speaking and writing English.
