Job
Summary:
  • The
    Manager CRES Risk will support the Bank by implementing and monitoring
    country security management plans to ensure compliance with the Group
    Security policies on all aspects of personal and business protection. 
  • He
    / She will act as the Centre of Excellence for Physical Security and Health
    & Safety in Uganda by ensuring policy implementation and compliance;
    migrating cross- functional issues; developing best practice in the
    businesses; and facilitating common support, training and issue
    resolution. 
  • The
    Manager will be pivotal in assisting  the Head of CRES on Overall
    Management and upkeep of Banks properties in relation to Physical Security
    Issue 
  • He
    / She will manage the security aspects of the Bank to ensure compliance
    with Group Security, and non IT information security Policies. 
  • The
    CRES Risk Manager will assist in coordinating, facilitating and promoting
    understanding of operational risk and implementation and management of OR
    within the unit.
     
Key
Duties & Responsibilities:
1.     
Security
Policy: 
·        
Provide
specialist support and ensure safety for the business units 
·        
Dispense
advice to Country Chief Executive to resolve issues and promote awareness. 
·        
Monitor
threats in the country and take action to manage the risks. 
·        
Make
reports and returns for country and businesses and forward them to Group
Security through the Area Head of Security. 
·        
Share
best practice with Area Head of Security and disseminate it throughout the
country.
·        
Manage
the implementation of security awareness training programmes for the Country. 
2.     
Protective
Security:
 
·        
Manage
the implementation of Group Protective Security policies and standards. 
·        
Implement
security risk assessment and review programmes, ensuring timely identification
of threats and the development of cost-effective security counter measures to
both people and property. 
·        
Publish,
implement and maintain contingency plans for bomb threats, robbery, kidnap and
other emergency situations that are likely to affect the country or business. 
·        
Provide
advice to CRES Department on requirements and specifications for building
security systems including access control, intruder alarms and close circuit
television and contract guards.
·        
Provide
advice as a Project Team member in the planning of all refurbishment and new
premises to ensure policy is implemented regarding security and fire safety,
and to be included in the sign off procedure. 
·        
Produce
annual budget figures for security and fire safety equipment to be included in
the country budget. 
3.     
Information
Security :
·        
Implement
Group policies for the protection of sensitive and proprietary information held
in hard copy format.
Undertake periodic reviews of individual businesses to ensure that acceptable
standards of security are in place for the protection of confidential and other
sensitive information held in hard copy format. 
·        
Carry
out electronic counter surveillance sweeps of designated offices and conference
rooms at regular intervals and when specific sensitive meetings occur. 
4.     
Others and Risk Management:
·        
Investigate
minor breaches to protective and information security such as robberies, office
theft and vandalism to endeavor to identify the culprit and reveal any security
weaknesses 
·        
Carry
out and document security status surveys at all the Bank’s premises (both
commercial & residential) on a monthly basis and ensure closure of issued
identified 
·        
Keep
an up to date security issues tracker detailing all aspects in regard to
security and submit the same for all MANCOM meetings for review and management
advice on the way forward 
·        
Ensure
country team compliance with all Group Policies, procedures and standards
·        
Manage
risk databases (such as phoenix, ensuring risks are identified, logged, risk
rated and action taken to mitigate) and management of KCS and KCSAs. 
·        
Review
and ensure security Management from HARD issue such as CCTV, Access control and
guarding to soft issues such as the presentation and behavior of guards. 
Qualifications,
Skills & Experience:
  • Ability
    to take challenging and creative decisions in order to reduce the risks
    and minimise the impact of a serious security incident. 
  • A
    flexible approach to the planning and continuity of business within
    territory in the event of a major incident. 
  • Sensitivity
    to internal and external repercussions of breaches of protective and
    information security resulting from staff misconduct. 
  • Reference
    may be made internally to the Area Head of Security on matters of Group
    Policy and more complex issues, and externally to specialist companies or
    the Police on various security matters. 
  • Thorough
    in-depth knowledge of protective security, fire protection, information
    security, crisis management and business continuity planning with the
    ability to achieve professional and educational accreditation. 
  • Good
    understanding of the Bank’s business and operational procedures. 
  • Knowledge
    and experience of the identification and measurement of security risks. 
  • Strong
    project management and presentation skills with an ability to facilitate
    critical decisions by senior management. 
  • Strong
    interpersonal skills. 
  • Ability
    to analyse complex situations and translate these into concise written
    reports. 
  • Experience
    of prevention measures, management techniques and research methods. 
  • Ability
    to work independently under tight deadlines and with a high degree of
    initiative. 
  • Computer
    literate; specifically MS Office, Email and Lotus Notes.
