CARE International in Uganda (CARE) works with others to make a sustainable
improvement in the lives of the very poor. Our program implementation is
focused on supporting communities in fulfilment of their economic rights and
achievement of sustainable livelihoods, conflict resolution and peace building,
natural resource management and good governance. Our operations are guided by
our core values of excellence, accountability, respect, integrity and
transparency. CARE programming is shifting from project (short term) to
programme (long term) approach. The Country Office completed the design of the
Women Empowerment in Natural Resource Governance (WENG) and Northern Uganda
Women Empowerment Programme (NUWEP) both multi-years (10-15years) programmes.
The WENG programme presently consists of two sub-programmes; Forest Resources
Sector Transparency (FOREST) Programme and Securing Batwa Health, Education,
Agriculture and Land Rights (HEAL). Each of the sub programmes is led by a CARE
Sub programme Manager, and implemented in partnership with a key strategic
civil society partners. The NUWEP programme implementation is focused on
supporting specific vulnerable positions of the communities (Impact Groups) in
their achievement of lasting positive change in overcoming poverty and social
justice. The programme impact population are women and girls of reproductive
age affected by conflict in Northern Uganda.
Job Summary: The Program
Quality & Learning Manager will lead /coordinate all relevant programme
quality and learning related events and processes. She/he manages financial and
other resources at NUWEP related to PQL actions in close consultation with the
Program Manager, Domain of Change (DoC) Managers and Component Specialists with
authority levels being consistent with those at DoC Manager Level.
Key Duties & Responsibilities:
  • Be the Lead person on the adaptation of CO
    level impact measurement systems and standard M&E systems to the NUWEP
    program level context.
  • Support the development and implementation
    of CO level standard learning approaches that strengthen programme quality
    and lead on ensuring that these are effectively applied at NUWEP level  
  • Facilitate capacity building of staff/
    partners and internal policy alignment for program quality and learning
    within the programme and at CO level
  • Provide overall program level management
    of resources for program quality and learning interventions
  • Provide input to and participate in
    relevant external (CARE/non-CARE) networks, groups and other forums around
    program quality and learning  
  • Implement the CARE performance management
    system with all direct supervisees based on CARE Uganda policy.
 Qualifications, Skills & Experience:
  • Masters degree in Social Sciences /
    Development Studies/ Information Systems/ Rural Development/ Agriculture
    Economics/Statistics
  • At least 7 years experience of DME,
    program quality and learning preferably in development organizations with
    a particular emphasis on effective analysis of both field, program and
    organization level results information and its translation into
    informative documents that guide ongoing work and new proposal development.
  • Proven Practical, project-level management
    experience with NGOs or international development organizations with
    strong resource management (funds, HR) skills.
  • Experience in Budgeting and Financial
    Management is a MUST
  • Demonstrated high level competency in
    qualitative and quantitative information collection, processing,
    management and analysis; and report preparation, writing and presentation.
  • Experience in participatory design,
    monitoring and evaluation, and in PRA techniques.
  • Good understanding of different analytical
    frameworks e.g. Livelihoods, Rights-Based Approaches, etc.
  • Good understanding of qualitative and quantitative
    research techniques.
  • Proven experience in successful team work
    and strong facilitation skills.
  • High level English skills including strong
    presentational and writing skills.
  • Ability to produce evidence-rich
    communications materials
