Operating over this extensive footprint, Right To Play is seeking a Monitoring,
Evaluation and Learning professional to strengthen the M&E function
throughout the Region and support the line management in developing, adapting
and implementing the best M&E practices in line with the organization’s
culture and values.
Job
Summary:
 The
Finance and Administrative officer is a member of the Senior Management Team,
reports directly to the Country Manager and, plays a key role in developing
and implementing the country strategy by providing required financial
inputs as well as ensuring sound financial practices in country and rigorous
budgetary control.
Key
Duties & Responsibilities:
  • Take
    the leading role on financial planning, forecasting, budgeting and
    developing financial management capacity throughout the country
  • Holds
    the primary responsibility for assisting program staff in the preparation
    of proposal and operational budgets
  • Directly
    manage the Country Finance Team to ensure effective and
    proactive financial leadership and provide support and guidance to
    managers in country in relation to financial management & control
  • Be
    responsible for the preparation and reporting of field finances to me
  • Management
    and Regional office and ensure that budget preparation,
    financial reporting and amendment planning for donors is completed in
    a timely manner and approved by HQ/HCCQ before submission.
  • Responsible
    for all Daily management of financial transactions, ongoing
    financial reporting, accurate bookkeeping, cash management,
    reconciliation of cash & bank balances, managing routine banking
    services, preparation of payroll, monitoring of project budgets and
    oversight of field offices financial reporting including travel
    to field sites
  • Ensure
    internal financial procedures, systems, policies and controls are
    applied and complied with throughout the country program operations
    by all staff.
  • Ensure
    donor financial reports and other requirements are compiled with
    to maximize available funding requirements
  • Ensure
    compliance with local regulations in respect of financial and other
    matters. (e.g. Registration, Foreign Exchange, taxation and labour
    laws), Holdings, also performs monthly petty cash count.
  • Perform
    various balance sheet and income statement analysis and reconciliations.
Qualifications,
Skills & Experience:
  • Essential
    Qualifications, experience and competences- Must possess a Bachelor degree
    in Finance or Accounting or Qualified accountant.
  • ACCA.ACA.
    CPA, (or equivalent) with substantial relevant work experience
  • Understanding
    of working in a donor environment and meeting donor compliance
    requirements
  • Experience
    of financial management with an international NGO mall setting.
  • Familiarity
    with accounting systems (e g. ACCPAC. QuickBooks, Sage, PS Financials).
  • Skills
    to design ACCPAC report templates
  • Experience
    of office management
  • In-depth
    knowledge of Multi-currency financial systems and implementing internal
    controls
  • Proven
    experience of analyzing financial information to understand the current
    situation and to determine the strategic direction
  • Experience
    of a flexible approach to managing and prioritizing.
