  • Maintain and update the Fixed Asset Register;
  • Provide to Management key insights into the condition of business, cash flow positions and investment portfolios;
  • Manage costs within approved budget;
  • Lead the annual budgeting and planning process in conjunction with the Principal Officer and the rest of the Management team;
  • Co-ordinate and lead the annual audit process: liaise with external auditors and other stakeholders to ensure timely execution and delivery;
  • Perform people management functions;
  • Ensure compliance to policies, legislation and regulations; and,
  • Perform any other related official duties as may be assigned by the Principal Officer.

Qualifications, Skills & Experience:

  • University degree in Finance and /or Accounting.
  • Minimum 5 years senior management financial experience.
  • Professional Accounting qualification prerequisite (Full CPA and / or ACCA)
  • MBA in Finance and /or accounting is an added advantage.
  • Demonstrate experience in financial governance
  • Sound understanding of the Insurance environment within and outside Uganda

Key Duties & Responsibilities:

  • Provide and maintain an effective budgetary planning and auditable process for ensuring strict compliance with all approved budgets each financial year;
  • Propose for enactment and coordinate robust Human Resources policies, procedures and systems that attract and retain qualified and experienced personnel;
  • Ensure that the University delivers high quality services to all its stakeholders;
  • Ensure the development, deployment and support of an information technology strategy throughout the University for management, students, academic and administrative needs;
  • Custodian of the University Seal, policies and documents;
  • Design and co-ordinate procurement policies, and procedures that would ensure the University receives quality services from suppliers and gets value for its money;
  • Keep and maintain  inventory of all University assets;
  • Keep and maintain all types of University Insurances;
  • Any other duties as may be prescribed by the Vice Chancellor in the advancement of the University.

Qualifications, Skills and Experience:

  • Must be a person of strong faith and integrity, a committed Christian and member of the Church of Uganda or of the Anglican Communion Churches in fellowship with the Church of Uganda;
  • Should preferably have at least twelve (12) years progressive experience in finance and management positions at a senior level;
  • Should have a good Masters’ degree from a recognized institute of higher learning. A PhD or higher professional qualifications such as ACCA/CPA/MBA majoring in Finance Management, etc will be an added advantage;
  • Strong team leadership skills and demonstrable knowledge of strategic planning;
  • Competency in Accounting & Financial Management in a large organization;
  • Excellent verbal / written communication skills;
  • Strong organizational and negotiating skills;
  • Knowledge of national laws and policies in education;
  • Competency in MS Office Applications and accounting Software;
  • Demonstrable capability for supervision and monitoring of subordinated directorates/departments dispersed across the University;
  • Should be at least 40 years of age.

Job Summary: The Director for Development & External Relations (DDER) shall be responsible to oversee planning, development, and communications functions and to expand strong ties between the University Management and the University Council, domestic stakeholders and overseas partners, particularly in the areas of financial development. He or she shall serve under the Vice Chancellor and be part of his Cabinet. In all activities below, he or she shall work closely with the Vice Chancellor and other DVCs.
 
Key Duties & Responsibilities:

1.       University Council Relations: The DDER shall seek to develop the University Council as an active body, playing its role within the overall governing structure of the University.

  • Shall seek to identify strategic Council members and make use of their positions and gifts for the furtherance of the University’s purposes.
  • Shall work in particular with Chairmen to promote the particular work of the Boards.
  • Shall organize workshops and other community building exercises for the Council.
2.      Planning, Development and Communications Functions: The DDER shall oversee functions related to building up the University in reputation and in facilities. 

  • Shall oversee strategic, financial, physical, and human resource planning.
  • Shall contribute to the spiritual and mental health of UCU’s Christian community.
  • Shall assure effective communications with stakeholders, donors, and Alumni about the University and its programmes and services.
  • Shall cause good record to be kept of Alumni, donors, and other partners who can assist the University in its development.
  • Shall seek to employ modern methods of communication with all current or potential partners including web-based, interactive, and social networking media.
  • Shall review and oversee implementation of agreements with partner institutions both domestic and international.
3.      Domestic Stakeholder Relations: The DDER shall seek to cultivate relationships with stakeholders and donors in the Uganda Government, in the corporate community, in the NGO and non-profit sector, in the academic community, and in the churches.

  • Shall join appropriate national boards and forums where matters relevant to the University arise.
  • Shall assist the Vice Chancellor in facilitating projects requiring Governmental approval or funding.
  • Shall help coordinate projects involving governmental and non-governmental organizations, e.g., the World Bank, USAID, World Vision, etc.
  • Shall represent the University on ecumenical and Church of Uganda councils where appropriate.
  • Shall provide liaison with Uganda Christian University Holdings Company.
  • Shall cultivate a culture of philanthropy, develop a donor base in Uganda and seek financial support from individuals.
  • Shall seek to advance programmes of mutual interest between the University and other organizations.
  • Propose and manage the University Scholarship Programme.
4.      Overseas Partner Relations:  The DDER shall coordinate communication with overseas partners as well as travel and represent the University at various international functions, with particular focus on cultivating donor relationships.

  • May participate in the Board of Uganda Christian University Partners its various locations, when practical.
  • Shall speak at events, conferences or assemblies of different types (of like-minded organisations/institutions) as invited.
  • Shall make donor solicitations in collaboration with the Vice Chancellor.

  • A good Master’s degree from a recognized institution;

  • A good Bachelor's degree from a recognized accredited institution of higher learning;
  • At least two (2) years working experience in a busy office environment;

  • Must have good interpersonal skills especially when dealing with students, staff and visitors;
  • Must be a person of high integrity with an excellent working ethic;

Job Title:         Administrative Assistant- INL; FP-6; FSN-8

The American Embassy is seeking an individual for the position of Administrative Assistant in the International Narcotics and Law Enforcement Affairs (INL) Section.


Job Summary: The Administrative assistant will provide administrative support services to the INL Program Manager. She/He will also receive reviews and controls all in-coming and out-going unclassified correspondence. Under the direction of the PM, the administrative assistant will coordinate law enforcement training, logistics and procurement requests. She/He will maintain accurate accounting of all budgets.

Qualifications, Skills & Experience:
NOTE:  All interested applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education: Completion of a university degree in social sciences, business administration, public administration, development studies, ethics and development, finance, accounts, commerce, social work and social administration, sociology, human resources, education, psychology or information technology is required.
Work Experience:  Three years of hands on experience in managing administration and accounting duties in a medium to a large organization is required.
Language:  Level IV English ability (fluent written, spoken and reading) and Level III (Good working knowledge) in either Luganda, Swahili, Lusoga, Runyakitara, Luo, Langi, Alur, Lugisu, Ateso or Acholi language ability is required.
Knowledge:  Must possess relevant knowledge of general accounting and administrative procedures. Must have a good understanding of the operations of Uganda Police Force as far as Community Policing and Counterterrorism are concerned. 
Key Skills and Abilities:  Strong organizational skills are required to manage a number of competing tasks. Excellent communication and interpersonal skills and the ability to interact and work equally well with a wide range of staff at all levels in the organization is required. Must be a self-starter, able to identify priorities and meet deadlines with limited supervision.
