USAID Health Jobs – Quality Improvement Officer – Health Workforce (HWF) and Medicines Management

About USAID Project:
The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new five-year cooperative agreement awarded to University Research Co., LLC and is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country, Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries. USAID ASSIST will align evidence-based interventions in technical content areas such as maternal, newborn and child health, HIV/AIDS, OVC and health workforce – with evidence-based approaches to strengthen and improve systems.
Job Summary: This person will work with the USAID ASSIST country team to support the implementation health work force development and performance improvement and to also improve presence of HIV and TB medicines at health units through addressing gaps in HIV and TB medicines management in selected districts in Uganda. S/he will actively support other USAID ASSIST staff members to acquire competencies in performance improvement in addition to supporting health unit based health workers.
Key Duties & Responsibilities:
  • Work with the USAID ASSIST health work force team to plan and carry out the implementation of activities to improve the performance of health workers using collaborative quality improvement approach.
  • Work with the USAID ASSIST medicines management team to plan and carry out implementation of activities to improve HIV and TB medicines management.
  • Support other USAID ASSIST staff members to acquire competencies in performance improvement of health work force.
  • Work with the Ministry of Health and other implementing partners to execute plans of institutionalizing quality improvement
  • Efficiently organize and carry out coaching visits to district teams to improve their ability to identify and solve problems in HWF performance and medicines management service delivery and learning sessions for teams to share and learn
  • Support QI teams to conduct monthly data collection, analysis, use and reporting
  • Support QI teams to synthesis and document quality improvement efforts
  • Organize and participate in partners meetings in the region of operation
  • Participate in the development of materials for trainings, learning sessions, harvest meetings and coaching visits
  • Prepare biweekly, quarterly and annual reports and update the technical team on the progress of quality improvement in HWF services
  • Liaise with the Knowledge management team to document success stories about the improvement interventions
Qualifications, Skills & Experience:
  • Degree in Social work, or Health or related field or equivalent experience in health work force performance improvement and medicines management
  • Minimum of two (2) years of experience related to health work force development and medicines management
  • Knowledge of Quality improvement approaches is strongly desired
  • Excellent writing and verbal communication skills and experience working with other implementing partners
  • Good analytical skills
  • Willingness to travel and spend over 50% of their time in the field
  • Familiarity with USAID regulations is desired.
