Protecting Families against
HIV/AIDS (PREFA) is an indigenous Non-Governmental Organization (NGO) that was
formed to contribute to Uganda’s efforts in enhancing access to quality HIV/
AIDS prevention, care, treatment, and support services to families with a
historical focus on Prevention of Mother-to-Child Transmission (PMTCT).

The Finance and
Administration Manager is responsible for the overall financial and
administrative management ensuring effective functioning of financial and
administrative systems that support PREFA’s program and activities. He/she will
monitor and review PREFA’s financial resource management and utilization;
ensure formulation and review of administrative policies and procedures; and
financial reporting.

Duties & Responsibilities:

Key Responsibilities

  • Facilitate
    and coordinate development and maintenance of a sound financial management
    system for the organization.
  • Ensure
    effective management and total adherence to the financial system by all
    finance and accounts personnel, and users of financial resources.
  • Forecast
    financial requirements and coordinate the preparation and timely
    submission of long-term, annual and ad hoc budgets.
  • Periodically
    review the financial records for accuracy and effectiveness of the
    financial management system ensuring continual up-dating of the internal
    control systems.
  • Monitor
    and oversee financial transactions to ensure that they are in accordance
    with PREFA’s financial policies and regulations, agreements with the
    donors, and the International standards.
  • Ensure
    timely compilation, submission / dispatch of statutory financial returns
    and the derivative management reports to key stakeholders.
  • Arrange
    for the provision of the necessary support to both internal and external
    auditors and ensure provision of timely and satisfactory responses to all
    auditors’ queries and / or comments.


  • Offer
    technical support and advice on all administrative issues to ensure that
    systems are developed and maintained in the organization.
  • Design
    and present for approval administrative policies; regulations, procedures
    and systems for effective management and regularly update existing policy
  • Provide
    direct supervision and management oversight of a team of administrative
    specialist staff working in the areas of human resources, facilities
    maintenance, property management, fleet management and other logistics,
    and procurement.
  • Contribute
    to the business planning processes

Skills & Experience:

  • Minimum
    Academic Qualifications;

    B.Com/BBA (Accounting/ Finance)
  • Desirable
    Qualifications, Full professional qualifications in ACCA, CPA, CIMA, ICSA.
  • Added
    desirable qualification; MBA, MSC/Accounting/Finance/ Management from a
    recognized university.
  • At
    least 10 years working experience, five of which should have been at
    senior management level as a Chief Accountant, Financial Controller or
    Operations Manager in an NGO environment.
  • Proven
    knowledge of donor financial accounting procedures and clear understanding
    of Government of Uganda accounting requirements.
  • Knowledge
    of computer application and conversant in word processing, spreadsheet and
    at least two accounting packages.
  • Track
    record of management of a big work force and supervision of personnel of
    different professional backgrounds, and working with Local government
