Job Summary:

  • Securing
    timely access to land in support of drilling, operations and development
    activities within Block 3A (Lake Albert Basin); and play a key role in mitigating
    land associated issues as well as securing long-term positive
    relationships with affected landholders;
  • Acquiring
    and reporting of any land associated issues on a regular basis to the Land
    Acquisition Supervisor and Interface closely with Corporate Social
    Responsibility, Environment Health & Safety, Exploration, Development
    and Engineering functions to ensure that procedures associated with land
    acquisition are appropriately done;

Key
Duties & Responsibilities:

  • Assist
    the Land Acquisition supervisor to implement appropriate policies,
    procedures and plans to ensure robust governance and transparency – from
    planning, to assessment, compensation and final agreement of land
    acquisition;
  • Implement
    ongoing land concerns including the company land asset inventory,
    leasehold agreements and other ongoing access arrangements;
  • Assist
    the supervisor in Securing timely access to land in support of drilling,
    operations, development and engineering activities within the area of
    operation and in accordance with Ugandan legislation, regulatory and
    contractual requirements as well as the company policies and procedures;
  • Assist
    in the determination of targeted land ownership / tenure and land use
    aspects with respect to new access requirements – well pads, camps, major
    infrastructure, road access, right of ways, supporting infrastructure and
    services;
  • Assist
    in ensuring Cooperation with key external stakeholders and approving
    bodies to ensure timely access and minimize negative impacts;
  • Assist
    in ensuring that all economic and physical displacements are done in a
    practical manner as such to minimize impacts;
  • Assist
    in keeping track of and monitoring legislative / regulatory changes in
    land and compensation regimes and participate in all industry efforts as
    appropriate;
  • Assist
    the supervisor in giving an insight input to project development on land /
    social constraints mapping and scheduling in cooperation with Environment
    and Corporate Social Responsibility Issues, contribute to operational /
    development planning processes on land issues;
  • Cooperate
    with relevant departments in order to ensure that all the company staff
    and contractors demonstrate respect for landholders and their land /
    livelihoods;
  • Support
    Community Relations in maintaining landholder / community relationships,
    communicating clearly and consistently about the company’s activities
    which impact land use and tenure;
  • Monitor
    the effectiveness of access processes and Implement improvements and
    efficiencies;
  • Participate
    and contribute to regular land management audits / reviews (either
    internal or external);
  • Other
    duties assigned by the Supervisor.

Qualifications,
Skills & Experience:

  • Bachelor’s
    Degree in Urban / Rural Planning, Legal or Commercial discipline;
  • Minimum
    3 years previous experience working within a land based role;
  • Exposure
    to environmental / social impact assessment and management is essential,
    including a solid understanding of international best practice / standards
    in this area as well;
  • Experience
    within a major infrastructure project/ resource sector would be highly
    desirable;
  • Previous
    experience in community / stakeholder engagement would also be beneficial;
  • Experience
    in interfacing with Government Agencies.
  • Extensive
    knowledge of local land acquisition laws and International Standards;
  • Fluency
    in some of the major local languages from the Lake Albert region including
    Swahilli, Alur, Runyoro, Bugungu;
    Extensive knowledge of local social, geographic, eco-systematic,
    environmental and wild life profile.
