Finance Vacancies - Stocks Accountant at Shell Uganda

Job Title: Stocks Accountant
Reports to: Financial Controller

Job Summary: The individual will be expected to Have controls to ensure accurate stock volumes and values for inland and external depots. He/she will ensure that stock control procedures are in place and adhered to in order to safe guard Company stocks. The role is also responsible for ensuring accurate and efficient management of stocks (with correct stock entries which are updated in a timely manner). The Stock processes and procedures used should be continuously updated and improved by the incumbent & other staff that interface with stocks. He/she will support accurate and timely financial reporting through ensuring all stock Master data is updated correctly.

Key Duties & Responsibilities:
Key Performance areas for the role:
·         Daily Integrities Check
·         Run daily stocks integrity reports.
·         Investigate, explain the causes and correct any differences on a daily basis.
·         Monitor unit costs for all the products in the system and correct any unusual movements.
·         Review  and take up landed costs for all products in the system. Monitor landed cost vs accruals and correct any unusual movements.
·         Ensure that all sales orders and transfers have been updated correctly in the correct period.
·         Focal Point (Inventory Management and Supply)
·         Stabilise and sustain the inventory management module in the JDE system.
·         Provide technical support and training requirements to the system users on stock related issues.
·         Monitor Logistics transactions, identify abnormalities and correct them.
·         Coordinate with Stock Management Team initiatives and best practices
·         Independent Stock Take  for the Inland depots - (Kampala, Mbale  and Entebbe depots)
·         Ensure physical stock counts are carried at the end of every quarter in accordance with laid down stock taking procedures.
·         Carry out surprise stock counts during the year.
·         Compare physical stocks with book stocks.
·         Identify variances and their causes and task physical custodians to account for the variances.
·         Identify and follow up on damaged, obsolete & slowing moving stock items for appropriate action.
·         Month End Stock Accounting (Month End Check List)
·         Carry out Manual stock reconciliation at the end of the month as a check on the stocks in the JDE system.
·         Reconcile all stock accounts.
·         Sales and allocations of Supply & Handling costs
·         Reconcile stock transfers with the account for clearing transfers
·         Check to ensure that all stock transactions for the month have been processed.
·         Run month end STOCK AS AT reports, compare value of stocks in General Ledger to the subsystems, identify and correct any differences.
·         Compute Current Cost of Supply.
·         Carry out FIFO valuation of stocks at month end and take up relevant entries
·         Review Gains/Losses  in the depots
·         Ensure operational reconciliation is done on the system.
·         Review daily operational gains/losses.
·         Check that operational gains/losses are within allowable depot targets.
·         Review Gain/Loss stock accounts on a daily basis.
·         Minimum requirements/competencies

Qualifications, Skills & Experience:
·         Bachelor’s degree in business, Commerce, Statistics, Economics or Mathematics and a professional accounting qualification (ACCA/CPA).
·         Knowledge of Stock Accounting/Inventory Management support especially for oil products
·         Must possess skills in General Ledger Accounting with bias in stock accounting and purchase order processing.
·         Awareness of Financial accounting working knowledge
·         Knowledge of Depot Operations with ability to Integrate operational and accounting requirements
·         Must possess strong Analytical skills with keen interest for detail
·         Good Supervisory and communication Skills
·         Knowledge and experience in the use of accounting packages
·         Integrity and honesty plus high level dedication to resolve issues unsupervised

Key Duties and Responsibilities:

·         Knowledge and experience in techniques/ philosophies of adult education/learning.
·         Training background.

United Nations UN World Food Programme (WFP) - REACH Country Facilitator

About WFP’s REACH:
UN REACH is focusing on strengthening government capacity to scale-up nutrition actions and improve nutrition management and governance, and on supporting nutrition sensitive, multi-sectoral approaches. REACH is anchored in the UN system and draws on the vast expertise of the UN agencies while also catalysing increased efficiency and collaboration between the main UN partners on nutrition at country level (FAO, WHO, UNICEF, WFP). The World Food Programme , as host of REACH is recruiting qualified individuals for the position of REACH Country Facilitator at P4 level for the REACH Inter-agency Initiative. The objective of the REACH Inter-agency Initiative (FAO, UNICEF, WHO, WFP and IFAD) is to assist governments of countries with a high burden of child and maternal undernutrition to accelerate the scale-up of food and nutrition actions. REACH operates at country level as a facilitating mechanism in the coordination of UN and other partners support to national nutrition scale-up plans. Currently, REACH operates in 12 countries (Bangladesh, Ethiopia, Ghana, Mali, Mauritania, Mozambique, Nepal, Niger, Rwanda, Sierra Leone, Tanzania, Uganda) through country offices, with support by the Secretariat.

Job Summary: The Country Facilitator will oversee the country-specific REACH engagement, liaise with multiple stakeholders across the multi-sectoral nutrition landscape and develop capacity through the overall REACH implementation process.

Key Duties & Responsibilities:
Under the overall supervision of the Heads of Agencies from the five REACH UN agencies (or their designates) and with direct formal supervision carried out by the Country Director of the designated REACH administrative agency, the Country Facilitator will be responsible for the following duties:
1.      Strategic Planning and Analysis
·         Support completion of situation analysis, utilizing and adapting REACH tools and ensuring that national and district/provincial counterparts are able to maintain and utilize tools on ongoing basis;
·         Identify key stakeholders and facilitate consensus on key priority interventions;
·         Identify and facilitate linkages with other in-country initiatives and processes to avoid duplication of activity and ensure the value-addition of REACH activities;
·         Identify synergies across sectors and delivery mechanisms;
·         Identify the policy gaps of appropriate national nutrition policies, strategies, and action plans to scale-up nutrition interventions;
·         Support the development and documentation of action plans to scale-up nutrition interventions;
·         Support the identification of human and financial resources requirements and assist the national counterparts and partners to cost scale-up nutrition interventions;
·         Support national and district/provincial counterparts to develop multi-sector work plans and their operational budgets.
2.     Coordination
·         Support process management and facilitation of multi-stakeholder coordination mechanisms among UN agencies, government, NGOs, academic and private and public sector and donor partners;
·         Support analysis and advise on appropriate institutional arrangements for multi-sectoral coordination on nutrition and food security utilizing REACH case studies and experience;
·         Strengthen the linkages of nutrition coordination mechanisms between district and/or provincial and central levels.
3.     Advocacy
·         Support development and implementation of an advocacy strategy for nutrition;
·         Identify strategic opportunities for advocacy and facilitate coordination with national counterparts for joint advocacy;
·         Advise and support development of common advocacy messages and materials;
·         Support the UNCT in high level advocacy efforts with government (key priorities and messages);
·         Resource mobilisation among public and private donors.
4.     Monitoring
·         Facilitate development of joint metrics and identifying/developing a common monitoring and evaluation system to measure progress, utilizing and adapting REACH tools;
·         Support national counterparts to develop a multi-sector indicators dashboard to measure nutrition inter-sectoral approach.
5.     Knowledge Sharing
·         Support the development of a knowledge-sharing mechanisms to strength coordination and information-sharing among the nutrition stakeholders;
·         Document REACH country process and lessons learnt through case-studies and regular updates;
·         Facilitate the experience-sharing of good practises and lessons learnt among district and central levels as well as between REACH countries.
6.     Other Functions
·         Coordinate and supervise the REACH Team in-country (short-term consultants, national and international staff as required); and
·         Perform other related duties as required.

Qualifications & Experience:
Education: Advanced university degree in economics, public policy or administration, management, public health, nutrition, agriculture, or related field.

·         At least 8 years of professional international experience in managing nutrition, food security, public health programs and /or policy processes;
·         Experience in managing multi-parties and multi-sector working groups in international settlings;
·         Experience in institutional capacity building at the national level;
·         Experience in monitoring and evaluation mechanisms;
·         Field experience in the country of deployment is highly preferred;
·         Previous working experience with governments, donors and civil society organizations is an asset; and
·         Experience in decentralization processes is desirable.

Technical Skills & Knowledge:
·         Technical background in nutrition, food security, and/or health; OR technical background in management and change management;
·         Knowledge of the UN System is an asset;
·         Advanced skills in Excel and PowerPoint; and
·         Familiarity with large organizational structures with headquarters, regional, and country level operations.

Core Competencies:
·         Proven ability to strengthen capacity of national counterparts and partners to sustain activities and decentralised processes;
·         Strong skills in facilitation, project management, team-building, and conflict resolution or mediation;
·         Ability to manage and conduct large and complex analyses, including collating and presenting multi-source data; monitoring and evaluation and progress reporting;

Language: Working knowledge of English and intermediate knowledge of another UN official language  (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages).
