USAID Project M&E Jobs – Senior Monitoring and Evaluation Advisor at FHI 360

Job Summary: This position is a USAID-funded Community Connector (CC) project which is the integrated nutrition and agriculture project focusing on reducing poverty, food insecurity and under nutrition in districts within the Northern and Southwestern regions of Uganda through a comprehensive and multi-sectoral approach targeting those communities that witness disproportionate levels of each.
The project targets vulnerable households to improve nutrition and achieve sustainable food and livelihood security through integrated nutrition and agriculture interventions at the community and household level. CC will connect sub-county and community authorities from different sectors, with community groups representing poor households, for the particular benefit of women and children in those households.
The Monitoring and Evaluation/Research Specialist will provide technical leadership in M&E systems design and implementation for the Community Connector. S/he will represent the project on M&E, research matters with USAID, Implementing partners and other relevant agencies. Additionally, the Monitoring and Evaluation/Research Specialist will be responsible for leading and managing the learning project modules, Collaborative, Learning and Adaptation (CLA) component of the project.
Key Duties and Responsibilities:
·         Designing and managing the project-wide M&E system that meets the project’s information and reporting needs—including developing the protocol, standards, guidelines, data-collection tools, and reporting formats.
·         Coordinate data quality assessments, data gathering and aggregation.
·         Coordinating M&E TA to grantees and key partners— including for development or adaptation of M&E tools, training materials and for the training of trainers in M&E—and providing ongoing technical support as required by partners and grantees.
·         Analyzing data generated by results, in order to report on key deliverables to USAID Uganda to provide pertinent information and technical guidance to partner organizations and the Government of Uganda to identify emerging best practices at the macro level, and to generate evidence to support improving provision of services for vulnerable families.
·         Documentation of promising practices/ success stories, weekly/monthly reporting to USAID
·         Manage the process of conducting the situation analyisis with project sub contractors
·         Dissemination of results of findings and key lessons learned.
·         Take a lead in processes to develop new initiatives/ technologies in M&E ensuring project design builds on experience.
·         Maintain project data integrity and quality ensuring appropriate backups and in a retrievable manner that ensures easy access and appropriateness whenever need arises.
Qualifications, Skills & Experience:
·         8+ years of experience designing and implementing M&E systems
·         Significant experience working on Livelihoods and nutrition programs
·         Skills in participatory M&E approaches
·         Skills in use of both qualitative and quantitative methods of data/information collection and analysis
·         Demonstration of good writing and analytical skills
·         Advanced degree in social sciences, demography, economics or other relevant field
·         Experience with USAID-funded projects
·         Multi-sectoral M&E experience (e.g. Economic Growth, Humanitarian Assistance, Democracy and Governance, Health, Education etc)
·         Team player, flexible and with excellent management / leadership skills
