Plan International Inc. in Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to continue providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. Under the NU-HITES project, Plan Uganda would like to recruit competent candidates:
Job Summary: People & Culture Officer (HR) is to assist Plan with its newly awarded USAID project in Northern Uganda – Health Integration to Enhance Services (NU-HITES). The People & Culture Officer (HR) will be responsible for overall management of Human Resources in the NU-HITES project.

The position contributes to project goals by ensuring adequate staffing, compliance with Plan’s HR policies, USAID rules and regulations and national labour laws.

Key Duties and Responsibilities:-
·         Member of the NU-HITES Operations team reporting to Operations Manager on all HR aspects
·         Supports Operations Manager in implementation of HR policies
·         Supports Operations Manager to ensure compliance with USAID rules and regulations, Plan’s policies and local labor law
Key Results Areas:
·         In coordination with line managers ensure adequate staffing for NU-HITES project
·         Where necessary, prepare vacancy advertisements, short list, coordinate and participate in the design of selection instruments and respective interviews.
·         In coordination with line managers, identify training needs for various categories of staff and participate in the design of HR training programs. Participate in reviewing job descriptions and person specifications in accordance with changing job requirements
·         Monitor the contractual status of all NU-HITES staff, to ensure timely renewals and monitor confirmation of staff on probation
·         Coordinate all timesheets for NUHITES staff and provide support to Finance Team in the same area.
·         Compile and coordinate implementation of annual leave plans and maintain an up-to-date leave register for the NU-HITES project
·         Organize and coordinate effective orientation and induction programs for all Project staff at all offices
·         Participate in periodical reviews of HR policies and strategies and employee opinion surveys and make recommendations for the better running of the department
·         Prepare manpower statistics and any other required for the project
·         Act as a focal person between NU-HITES and Plan Uganda Country Team based in Kampala.
·         Proactively manage HR related incoming/outgoing correspondences ensuring response deadlines are met.
·         Handle medical and accident insurance issues and ensure related information is updated regularly, respective accounts managed and staff access their respective benefits with ease
·         Carry out regular field support visits and be the focal point person for all HR issues in the NU-HITES Project.
·         Ensure compliance with USAID rules and regulations. Be aware of stipulations in Cooperative Agreement affecting NU-HITES Key Personnel.
Qualifications, Skills, and Experience:
Knowledge:
·         A Bachelor’s degree in Human Resource management or related field.
·         Post graduate diploma or Master’s in Human resource management a plus
·         Excellent technical knowledge of general HR areas
·         Knowledge of operationalising HR in an NGO environment
·         Firsthand experience and knowledge of working in developing country
·         Previous experience working on USAID grants a plus.
Skills
·         Excellent written and spoken English skills must.
·         Proven skills in the full range of general HR needs including data management, recruitment, pay and employee relations is essential
·         Skills in supporting strategic planning and human resourcing requirements
·         Communication – excellent negotiator, diplomatic, skilful at influencing in multi-cultural contexts
