The National Center for State Courts (NCSC) is seeking qualified Ugandan citizens to fill the below positions for the “Supporting Access to Justice, Fostering Equity & Peace” (SAFE Program) funded by USAID.
Key Duties and Responsibilities:
Responsibilities include, but are not limited to, the following:
·         Accurately maintain financial operations of the project office, directed by the Chief of Party and the home office project manager in accordance with USAID and NCSC financial accounting system policies and procedures.
·         Assist Chief of Party with budget planning and execution, including preparation of fiscal reports, budget analysis, and tracking spending.
·         Conduct payments to clients and staff on time (in agreed or prescribed terms, and conditions).
·         Conduct transactions with banks and clients to procure required information, documentation, or services, necessary for project operations and in line with NCSC procedures.
·         Maintain and review accurately monthly financial and expense reports prescribed by home office and keep daily cash balance in order.
·         Ensure that Office has sufficient cash for daily operation
·         Maintain a record of monthly requests for funding including processing and preparing monthly forecasts/cash estimation, in consultation with the Chief of Party.
·         Prepare final cash/money estimation in consultation with Chief of Party.
·         Keep accurate and detailed records of all financial operations and monthly financial reports.
·         Prepare vouchers to ensure timely and proper payment of project expenses.
·         Ensure appropriate coding of budget line items.
·         Ensure proper documentation of expenses, including submission of timesheets, invoices, receipts, and other forms required.
·         Prepare monthly fiscal reports of project expenses, including bank and petty cash transactions.
·         Prepare payroll, tax and other financial records required under Ugandan law and regulations.
·         Keep the Chief of Party informed on the rate and level of expenditures and the status of local consultant and vendor contracts.
·         Serve as the point of contact for NCSC home office staff regarding the project’s financial operations of the project.

Qualifications, Skills & Experience:
·         At least three years experience working in the international organisations on financial tasks or comparable experience.
·         Strong knowledge of accounting system, bookkeeping and financial operations as well as understanding of international community environment and institutional environment.
·         Strong IT skills, including Word, Excel, and accounting software.
·         University degree in finance and accounting or comparable experience.
·         Excellent spoken and written English language skills.
·         Salary will be determined according to education, level of experience and salary history
Skills & Abilities:
·         Must be able to advise on all aspects of funds management
·         Must be able to understand financial management implications and make recommendations
·         Must be able to locate proper background material to compute cost items relative to price of goods, exchange rates, etc.
·         Must be able to exercise good level of interpersonal skills in order to facilitate exchange of information at the working level
·         Ability to analyze accounting records to determine type of entries, to record, reconcile and balance accounts
·         Must be able to explain clearly to project staff and vendors the need for various documentation steps to be taken in order to comply with financial records-keeping and reporting requirements of program projects
·         Ability to understand and use code symbols as they relate to the chart of accounts
