The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the right against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent me transmission of HIV to children, and to help those already infected. Today, because of the mighty successful work of the Foundation and its partners, AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300-nine of 10 who work m the field—the Foundation’s globe) mission is to implement prevention, care, and treatment further advance knowledge research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of motions of women, children and famines worldwide.
The Foundation received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services.
We are therefore seeking most suitable candidates to fill the following position;
Job Summary: This position is responsible for the design, Implementation and evaluation of communication, advocacy and outreach on EGPAF’s technical expertise and credibility to increase awareness of and support for prevention of mother-to-child transmission of  HIV/AIDS care and treatment. The focus of these initiatives will be to educate policy makers, opinion leaders, the media, civil society organizations and the public about pediatric AIDS issues through partnerships with various civil society and governmental intentions, PEPFAR partners, and others, inducing HIV &AIDS networks and forums in Uganda. S/he reports to the country director who provides leadership and technical support to the communication and outreach programme.
S/he works with the EGPAF PMTCT and care and treatment team.
Key Duties and Responsibilities: 
1.      Management of the EGPAF policy communication and outreach outcomes
·         Under the guidance of the country director, develop and implement a coasted communication and outreach strategy for the Ugandan programme, with objectives and performance indicators
·         Prepare annual work plan and budget as per EGPAFs planning system
·         Implement planned activities with the EGPAFs program team, allies and partners and reporting as required
·         Produce quarterly narrative reports against the planned budget and performance indicators
·         Work with the community linkage team to understand the work of the districts and build capacity and identify areas for communication.
 2.     Consultation, coordination and support to the districts/regional level
·         Participate as a member of technical committees e.g. the IEC subcommittee of the AIDS Control Program and other networks in Uganda
·         Organize and co-ordinate communication and education related meetings, prepare agenda, produce minutes, and ensure follow-up of action agreed in the pokey meetings for EGPAF
·         Participate in external meetings and events as requested, including at focal, regional and national levels
·         Collaborate with the MoH in matters related to communication and education.
 3.     Representation and Communication:
·         Represent the EGPAF programme to key stakeholders, partners and allies, donor agencies, government bodies, etc.
·         Be able to report effectively on progress of the communication and outreach program
·         In collaboration with other communication partners, participate in the design and finalization of al EGPAF communication and outreach materials.
·         Collaborate with other partners ( e.g. ANECCA, UNICEF, WHO, UFA) in organizing and managing meetings and events with national, regional and District officials, including Members of Parliament)
·         Manage partnership with UHMG and other projects that will emerge related to communication and Outreach supported by EGPAF
 4.     Outreach support to the PMTCT and care and treatment programme;
·         Support the PMTCT and care and treatment programme team to develop communication and outreach initiatives at community and district levels, Provide information, materials for outreach and advice as appropriate
·         Work with the care and treatment and PMTCT programme team to identify and address key communication and education issues  from the programs
·         Document PMTCT and care and treatment programme success stories and share these with partners at the focal and national levels
 5.     Outreach to media:
·         Working with Regional Communications Officer, increase awareness among the Ugandan media on pediatric AIDS and prevention issues and expand media coverage of Foundation’s work and of pediatric AIDS and prevention issues.
·         Working with Regional Communications Officer to develop and distribute press releases, media advisories, fact sheets and other appropriate materials to support media coverage of Foundation and partner activities.
·         Working with the EGRAF Regional Communications Officer to prepare EGPAF leadership and other spokespersons for media interviews and/or presentations
·         Develop visibility materials describing Uganda Country program, activities and achievements.
·         Establish relationships with USG Uganda and other donors/ partners /media officers and co-odinate and support media activities as appropriate
·         Prepare media and site briefs and speeches for senior EGRAF officers and coordinate inauguration of CTC and PMTCT clinics in the site.
·         Organize for media workshop to build capacity of the journalists on the area of PMTCT and care and treatment
Qualifications and Experience:
·         A Bachelors Degree in Communication. Journalism or Social Sciences from a recognized university with vast experience in advocacy both at national and international forums.
·         Masters Degree In Public Health is of an added advantage
·         At least five years of experience in HIV communication and education of health programs in Uganda
Knowledge, Skills and Abilities:
·         Analytical and excellent at written communication skills
·         Excellent reporting skills is most desired
·         Ability to manage multiple priorities while working as part of team
·         Ability to deliver timely results under minimal supervision
·         Knowledge of Uganda national, regional and district Government structure and operator
·         Knowledge of existing m country hey players of HIV & AIDS rented networks or the willingness to acquire the knowledge quickly
·         Experience in working with International NGOs Excellent interpersonal skills, and high levels of serf motivation, integrity and imitative tuberculosis (TB) and HIV/AIDS prevention, care and treatment services,
