Job Title:         Director Development Finance (1 position)

Reports to:          Chief Executive Officer
Supervises:         The entire Development Finance staff.
Job Summary: To manage the Development Finance Department of the Bank and take responsibility for the management of the Department
Duties & Responsibilities
Strategic Direction 
·         Contribute to the achievement of the Bank’s business objectives by providing advice and guidance on strategy
·         Initiate the development of strategies that will support the achievement of organizational mission, core values and business objectives
·         Provide ongoing advice to Board members on business, Credit and financial issues.
·         Continuously evaluate strategic direction to confirm alignment with Bank objectives.
Stakeholder Management
·         Identify all key stakeholders for the Business and Credit  processes
·         Identify relevant and thorny issues and devise a plan to address them
·         Continuously communicate with stakeholders to improve Bank  image
Key Result Areas
·         Coordinates the preparation and updating of the operations lending guidelines and credit rating criteria.
·         Coordinates the preparation and implementation of the work programs of the Department.  These are then translated into budgetary estimates for the Department to be approved by the Board.
·         As a budget holder for the Department, ensures that the operations are within the estimates approved by the Board.
·         Participates in the negotiation of Lines of Credit from various financiers.
·         Ensures that staff in the Department is actively involved in continuously improving the image of the Bank through good customer care.
·         Participates in the preparation of the Business Plan and annual reports of the UDBL and its implementation and evaluation.
·         Coordinates the search for quality borrowers, and maintenance of long lasting relations with the clients of the Bank.
·         Manages the Planning, organising, co-ordination and control of the bank’s Project and investments appraisal and portfolio management in the identified market areas in line with the approved lending and operating guidelines, and strategic business plan
·         Coordinates the design, implementation and review of debt collection procedures to ensure timely settlement of dues by the clients at lowest cost possible.
·         Coordinates the preparation of periodic reports regarding the operations of the Department to assist Management and the Board make sound decisions.  Such reports include but not limited to portfolio reports, applications received, rejected, approved categorized by sector region, etc.  In addition prepares reports relating to the performance of individual projects.
·         Participates in meetings of the Management Team and carries out decisions relating to the Department
·         Initiates and formulates policies and programs for submission to the Management Team.
Minimum Qualifications, Skills and Training
·         Bachelor’s Degree in any of the following fields: business administration, project management, commerce, finance, economics, engineering or statistics specializing in fields such as banking, finance, Economics, accounting.
·         Master’s Degree in Project Management, Finance, Development Finance, Economics is a MUST.
·         Sound knowledge of the principles and practices of development banking, commercial banking, quantitative surveys of projects and the rules and procedures that govern the banking sector.

Minimum Work Experience
Eight years in management in a similar environment in a financial institution with three years’ experience in preparation and presentation of relevant Board matters
