Job Title:                Principal Education Officer (Health Tutors Education and Training), Uganda

Reports to:             Assistant Commissioner (Technical Instructor/ Health Tutors, Education and Training)
Job purpose:  To provide technical support, support supervision and guidance to Health Tutor Education and Training Institutions in the implementation of Government policies, regulations, strategies, plans and programmes.
Qualifications and Work Experience
·         M.B.Ch.B or their equivalent from a recognised University/Institution.
·         Post graduate Diploma in management of health training or health services management organisations.
·         A Post Graduate Qualification in the relevant Vocational/ Technical discipline with a bias to vocational training pedagogy or Competence Based Education and Training (CBET) or equivalent qualification from a recognised University/Institution.
·         Must be registered and licensed with the Medical and Dental Practitioners Council.
·         Working experience of 6 years 4 of which must have been at Senior Lecturer or Principal Instructor or equivalent level of teaching in a post primary Technical/ Vocational education and training institution.
·         Participate in the development, formulation and revision of policies, plans, programmes, strategies and guidelines for the education, training and development of Health Tutors in the Country;
·         Participate in the monitoring and evaluation of the  implementation of the policies, strategies, plans and programmes for the education, training and development of Health Tutors in the country;
·         Participate in designing, development and regular revision of the Health Tutors’ Education and Training curriculum and assessment in liaison with the relevant departments, Agencies and other stakeholders;
·         Advocate for, identify and analyze staff development needs and  Government intervention For Health Tutors’ Education and Training Institutions;
·         Participate in the admissions of candidates to Health Tutor Colleges and participate in the follow-up verification of the admissions;
·         Represent the Department on the Management Council of the Health Tutors College and periodically brief the Assistant Commissioner accordingly;
·         Scrutinize submissions by Health Tutors Colleges, consolidate the submissions and present an annual report to the relevant authorities;
·         Collect data and up-to-date the data bank and information management and communication system about the Health Tutor Colleges, their staffing levels, student enrolment, infrastructure development etc  in line with the EMIS procedures;
·         Participate in the preparation of budgets, work plans and performance reports of the Division.
