The Office of the United
Nations High Commissioner for Refugees was established on December 14, 1950 by
the United Nations General Assembly. UNHCR’s mandate under the Statute of the
Office of the United Nations High Commissioner for Refugees is to lead and
co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary:  The Assistant
WASH Officer will oversee UNHCR directly implemented interventions in WASH,
monitor all implementing and operational partners activities in the settlement,
and provide technical guidance when needed. This entails holding at least one
coordination meeting with WASH actors at settlement level per month, collate
and consolidate information from WASH or relevant coordination bodies at
settlement and zonal levels and advise the HoSO on most appropriate course of
action for the sector. The incumbent holds a professional management position
responsible for provision of expert technical support and advice on strategic
planning and policy making on activities within the areas of WASH as an
integral part of UNHCR programmes.
Key Duties and Responsibilities:  
  • The
    incumbent will ensure that WASH services provided to refugees and other
    persons of concern to UNHCR are based on UNHCR country and/or
    internationally recognized standards and policies. Internal and external
    work relationships where the incumbent needs to work closely with
    includes: Programme and field colleagues, Office of the Prime Minister
    (OPM) and the District Local Government, partners and other UNHCR heads of
    units/sectors, as appropriate. Under the direct supervision of the Program
    Officer and technical guidance from the Senior WASH Officer, the incumbent
    will provide technical support in the coordination of WASH sector activities
    in the refugee operation:
  • Support
    the implementation of UNHCRs Strategic Plan for WASH activities.
  • Assist
    in adapting internationally accepted standards, policies, and guidelines
    for WASH.
  • Work
    in close coordination with the Program Officer, consolidate and provide
    technical support to partners on WASH-related issues to ensure quality,
    cost-effectiveness, sustainability and environmental soundness in their
    implementation.
  • Contribute
    to regular reviews of the quantity and quality of water and sanitation
    services offered in the settlements and host communities and ensures the
    maintenance of records of WASH performance indicators.
  • Undertake
    field verifications, monitor development and evaluate activities and
    approaches adopted by partners in WASH and related sectors, sharing the
    results with WASH focal points in the field (e.g. natural resources
    management, environment assessment) and formulate appropriate designs and
    corrective measures as deemed necessary in consultation with the WASH
    focal points.
  • Update
    detailed needs and resource assessments and revise designs of technical
    plans as necessary taking into account practical aspects of
    implementation, and relevant technical specifications and guidelines.
  • Actively
    participate in WASH coordination meetings as well as in Technical
    monitoring of activities
  • Contribute
    to SO Yumbes complete phase out of water trucking,
Key Result Areas:
  • Establishment
    of motorised systems and distribution networks for 5 UNHCR drilled high
    yielding bore holes and phase out water trucking in 6 months of
    deployment.
  • Complete
    ground water monitoring achieved in 9 months of deployment.
  • Drainable
    institutional latrines achieved in 9 months of deployment.
  • At
    least 80% of household latrines achieved in 9 months of deployment.
  • Monitor,
    at least quarterly, partners’ activities and submit reports.
  • Submit
    regular reports from the sector meetings.
  • Regularly
    brief (orally and/or in writing) the HoSO, immediate supervisor and
    technical supervisor of key developments in the sector.

Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations UNHCR Assistant WASH Officer career
    opportunity should hold a University degree in Water and Sanitation
    Engineering / Water Resources Development and/or postgraduate degree in
    one of the Civil / Environmental/ Water and Sanitation Engineering
    disciplines or Public health Engineering.
  • Five
    years of professional working experience in water/sanitary engineering or
    a related field in developing countries dealing with large scale WASH
    activities.
  • Ability
    to coordinate a range of diverse actors and activities to achieve a common
    objective in the area of WASH is essential.
  • Expertise
    in area of WASH assessment including surveys, programme implementation,
    monitoring and evaluation, and coordination is required.
  • Extensive
    knowledge and experience of working with local partner agencies with a
    capacity to provide formal and informal training.
  • Proficiency
    in basic computer software such as Excel, PowerPoint, Word as well as GIS.
  • Excellent
    knowledge of English (written/oral /comprehension).
  • Ability
    to work under pressure
  • Flexible
    approach to problem solving; and good interpersonal skills
