About UHSS Project:
The purpose of the Uganda Health Systems Strengthening (UHSS) project
is to strengthen the health system by improving leadership and accountability
for achieving results across public and private health systems at national,
regional, district, and local levels. The activity seeks to strengthen
central-level stewardship and district-level management of the health system;
support initiatives that increase domestic financing for health; identify and
implement interventions that improve efficient use of key health resources; and
strengthen state and non-state community systems for improved quality health
services.
Job Summary: The Senior
Public Financial Management Specialist will provide leadership of project
public financial management strengthening strategies and activities.
Key Duties and
Responsibilities:   
  • Analyze how the Ugandan Ministry of Health
    (MoH) conducts its processes for budget preparation; budget execution
    including cash management, procurement, and revenue management; and
    monitoring, audit, and reporting. Identify opportunities to strengthen MOH
    processes and performance, and to better align government-wide processes
    with health system strengthening initiatives including the use of
    program-based planning resources and purchasing models like
    performance-based financing.
  • Based on analysis and existing experience,
    design a tailored technical capacity building program for the MoH in the
    areas of public sector accounting and financial management systems. This
    program should include support to establish and build capacity to use
    electronic systems for public financial management at all levels of the
    health system.
  • Help implement capacity building program
    at national level and oversee regional advisors in public financial
    management implementing at lower levels.
  • Help implement anti-corruption systems and
    measures, including making MOH quarterly disbursement and expenditure
    information public.
  • With Health Financing Advisor, help MoH
    strengthen relationships with Ministry of Finance and other relevant
    agencies in area of public financial management, with aim of better
    aligning health system objectives with government-wide processes for
    budget planning, execution, and monitoring.



Qualifications, Skills and
Experience:
  • The applicant should for the USAID Project
    Senior Public Financial Management Specialist job placement should preferably
    hold a Master’s Degree in Finance, Accounting, Public Health, Public
    Administration, or other relevant field.
  • At least eight (8) years of professional
    experience in public financial management, public health or related area.
  • Excellent writing, computer use,
    management, and organizational skills;
  • Strong interpersonal skills and
    communication skills, initiative, and good judgment;
  • Fluency in English required, with other
    regional languages preferred.
  • Ugandan national.
