The Infectious Diseases
Institute (IDI) is an international non-profit organization which is a
partnership of infectious diseases and public health specialists. The overall
objective of the IDI is to strengthen health systems with strong emphasis on
Infectious Diseases, through Research and Capacity Development. IDI has five
operational areas through which it works to achieve its mission: Prevention,
Care and Treatment; Training, Research and Laboratory services (provided
through a partnership with the Makerere University – John Hopkins University
Core Lab) and Outreach.
Job Summary: The Project
Accounts Officer is responsible for timely and accurate processing of project
and grant transactions; preparation of timely and accurate project financial
reports and invoices; receivables management and applying project closeout
procedures.
Key Duties and Responsibilities: 
  • Ensure
    that project reports and invoices are completed in a timely manner.
    Verifies the accuracy and completeness of Transaction Details in NAV
    Microsoft Dynamics before forwarding to the Grants Management Unit for
    report preparation. Responds to enquiries and checks accounting
    transactions to locate and resolve discrepancies.
  • Liaise
    with the Grants section to provide project financial reports that satisfy
    donor requirements. Prepares variance and other financial analyses of
    project accounts, as requested by the Senior Projects Accountant.
  • Quarterly
    reconciliation of accounts receivable and regularly following up with the
    Grants section on long outstanding receivables for donor funded projects.
  • Verifies
    the accuracy and authenticity of project accountabilities. Identifies
    appropriate general ledger codes for.expensing accountabilities in NAV.
  • Prepares
    monthly journals for salary cost allocations, donor receipts, indirect
    costs and project billing. Reconciles deferred income account and
    reclassifies transactions in preparation for quarterly reports and annual
    audits.
  • Quarterly
    update & circulate IDI’s projects’ codes register for easier &
    correct allocation of costs by NAV users.
  • Performs
    periodic asset verifications, cash counts and stock counts at IDI and/or
    field offices
  • Coordinate
    the CDC Quarterly VAT Compilation by the Accounts assistant.
  • Provides
    Management with relevant information to enable preparation of informed
    project budgets.
  • Identifies
    internal controls that require improvement and suggests appropriate policy
    and procedure modifications for improved internal control. Ensures that
    all financial systems provide adequate audit trail and documentation.
  • Ensures
    that all documents are archived and maintained in a safe and secure manner
    for the time periods indicated by project and grant sponsors.
  • Assists
    the Senior Projects Accountant obtain support documents, prepare analyses
    of project accounts for IDI’s mainstream and projects specific audits.
  • Ensure
    all paperwork is properly archived at the end of each audit.

Qualifications, Skills and Experience:
  • The
    applicant must hold a Bachelor of Commerce (Accounting option) or Bachelor
    of Business Administration (BBA) (Finance/ Accounting), from a reputable
    Institution/University.
  • ACCA
    or CPA qualification (or in the process of being certified, Level 2
    minimum)
  • Three
    years of progressively responsible experience in professional accounting
    or auditing is required.
  • High
    levels of professionalism

  • Teamwork.
  • Demonstrated
    experience,^ working with and managing Sub-grantees
  • Knowledge
    and understanding of generally accepted accounting principles (GAAP) and
    IFRS
  • Demonstrated
    skills in developing and managing budgets and fiscal control principles
  • Demonstrated
    skills in developing and monitoring systems and capacity building of
    external stakeholders
  • Relevant
    skills in automated accounting software systems and database spreadsheets
