the country. We work with over 100 local partners, 80% of which are based in
the districts where we operate. Our work focuses on the Agriculture, Energy and
Water, Sanitation & Hygiene sectors. In 2014, we contributed to improved
income, food security, employment and use of basic services for 1.1 million
people in Uganda. Of our full-time employed staff, 90% are Ugandan nationals.
Job Summary: The Project
Manager- Agriculture will lead and manage the planning, inception,
implementation, closing and workforce of the project within scope, budget,
timeline and acceptable quality levels along the commitments specified in the
contract signed with the donor, in line with SNV standards, SNV’s approach to
Project Management and donor regulations in order to achieve high quality and
timely the agreed results and deliverables of the project.
Key Duties and Responsibilities: 
  • Design
    and set up of project management components:
    Initiate contract handover from the
    Prospect Team, set up and communicate administrative, governance,
    accounting, HR, M&E structures and procedures for the project and
    draft and upon approval of donor and country director initiate
    implementation of the project implementation plan, as per the SNV project
    management procedures, relevant SNV structures and procedures, accounting
    principles and donor requirements and contract
  • Leadership
    and Management:
    Lead,
    manage relationships and motivate the project team, partners and relevant
    stakeholders, plan and assign deliverables and activities to all relevant,
    review their progress and address deviations in terms of timelines and
    quality, based on project planning, deliverables agreed and budget set,
    manage project closure and evaluation process including hand- over of
    complete and up-to-date project file to Sector Leader, Country Director
    and Business Development unit based on project management procedures
  • Human
    Resources Management & Team Leadership:
    Plan and manage HR workflow by
    forecasting personnel needs of project, support in recruitment &
    selection according to SNV HR guidelines, co- decide on employment of
    project staff (SNV staff / consultants/ LCBs), manage the work plans and
    quality of project staff and steer their performance, in line with HR
    policy, and in consultation with the Sector Leader and/or Country Director
    as line manager of staff when needed, advise HRO and country management on
    contract conditions / fee for LCBs and consultants for project according
    SNV consultancy- and LCB guidelines and within project budget
  • Monitoring,
    Evaluation and Reporting:
    Formulate
    and implement M&E plan (including external and internal reviews and
    evaluations) and (donor) reporting for project, including risk monitoring
    and reporting on changes, deviations and taking corrective mitigation
    actions if needed to keep project on track in line with project management
    standards, M&E framework and donor reporting requirements
  • Knowledge,
    documentation and communication: 
    Ensure full synthesis, analysis and
    documentation and sharing of project insights and results, signal
    potential for positioning, innovation, upscaling and potential follow up
    projects
  • Network
    and Relationship building: 
    Build and maintain effective
    relationships, with team, external partners and the donor(s) by ensuring a
    high level of SNV visibility and branding according to donor guidelines in
    all appropriate activities working with and drawing on available
    communication support, Identify follow up RM and partnership possibilities
    with country management and BD unit


Qualifications, Skills and Experience: 
  • The
    applicant for the SNV Project Manager- Agriculture job placement must hold
    Master’s degree in Agriculture,
    Nutrition, Public Health, behavioral science,Community Development or
    relevant Food Security related degree.
  • A
    minimum of ten years of relevant work experience in Program management
    positions related to Agriculture, Nutrition and Food Security, preferably
    with an international NGO
  • Strong
    reporting skills. Competence in MS Office (MS Word, MS Excel, MS Power
    point)
  • Proven
    understanding and hands on experience in managing large and complex donor
    funded projects, including strategic and business planning skills and a
    good appreciation of financial management.
  • Proven
    and good understanding of community based approaches, including clear
    involvement of children, women and people with disabilities in the
    Agriculture and Nutrition promotion .
  • Project
    Capacity and ability to build trust and relationships organize people and
    manage performance of teams.
  • Track
    record on public relations, communication, coordination and networking
    skills.
  • Excellent
    skills in speaking, reading and writing English.
  • Proficiency
    in use of a wide range of statistical, Geographical Information Systems, software
    applications and computer software programs for project design,
    implementation, Monitoring and Evaluation and information system
    management.
  • Proven
    ability for networking with major players in government and across the
    development Sector.
  • Proven
    record and ability in working at both strategic and operational level or
    organization.
  • Proven
    experience of preparing and managing budgets.
  • Good
    attention to detail and methodical approach to work.
  • Broad
    knowledge and understanding of the donor compliance needs for a variety of
    humanitarian donors, government and corporations.
  • Be
    a team player and ready to collaborate with others in positive manner.
