Job Summary: The Project
Coordinator-WASH/Shelter will lead the implementation and coordination of all
Shelter and WASH related projects in Kyangwali refugee settlement. They will
also be responsible for managing the NRC Shelter & WASH project portfolio
that is an emergency response to the surge of Refugees from DRC and manage
technical staffing on ground.  The
position-holder will be accountable for ensuring Shelter & WASH NRC staff
recruitment, performance management and line-management is conducted in
accordance with the relevant NRC policies and procedures.
Key Duties and Responsibilities: 
  • Contribute
    with Shelter & WASH specific technical competence to the development
    of wash and shelter strategy, Micro Log Frame, and Plan of Action
  • Conduct
    Shelter & WASH specific technical assessment and present
    recommendations
  • Conduct
    Shelter & WASH specific technical research and document findings and
    recommendations
  • Provide
    Shelter & WASH specific technical input to coordination mechanism
    (e.g. cluster coordination) and working groups
  • Staffing
    and Structure. Accountable for the successful staffing and structure of
    the Shelter & WASH project team.
  • Capacity
    Building. Accountable for the successful capacity building of NRC and
    partner Shelter & WASH staff . This includes accountability for
    ensuring performance management of all Shelter & WASH project team
    members, identification of capacity building needs, and planning and
    resourcing capacity building initiatives within the framework of the NRC
    Kyangwali Response strategies, tools and guidelines.
  • Technical
    Quality. Implementation of high quality Shelter & WASH projects by
    NRC/partners, in accordance with the agreed NRC Uganda Response Country
    Strategies, tools and guidelines.
  • Programme
    Development. Accountable for high quality Area Office-level input into the
    Kyangwali Response (country-level) Shelter & WASH programme
    development (e.g. Core Competency Strategies) initiatives.
  • Project
    M&E; responsible for coordination of high quality Monitoring and
    Evaluation of NRC Shelter & WASH or related activities, including
    information management and archiving.



Qualifications, Skills and Experience:
  • The
    applicant for the Norwegian Refugee Council (NRC) Project
    Coordinator-WASH/Shelter job opportunity should hold a Higher diploma in
    Architecture, civil or water engineering (BAC+5)
  • Five
    years’ experience from working with wash and shelter projects in a
    humanitarian/recovery context.
  • Previous
    experience from working with social work and/or with distribution of
    humanitarian assistance is an advantage.
  • At
    least two years of previous work experience in community based WASH and
    Shelter programs; Work experience with an NGO is desirable
  • Extensive
    knowledge of emergency Water supply, Hygiene, Sanitation, emergency
    shelter, semi-permanent shelter, requirements and protocols
  • Familiarity
    with international minimum standards of water Hygiene and Sanitation
    service delivery (i.e., SPHERE) is an advantage
  • Familiarity
    with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable
  • Excellent
    communication skills – written and spoken – in English required.
  • Must
    be willing to work as a team member, take direction, and share technical
    skills with colleagues and counterparts
  • Computer
    literacy in word processing and spreadsheets is required,
  • Ability
    to work under pressure
