Job Summary: The Procurement
Manager uses available resources to obtain value for money in a transparent and
efficient manner in all procurements and disposals of the bank in line with the
PPDA framework and bank procedures.
Key Duties and Responsibilities: 
  • Manage the Procurement and Disposal unit
    by formulating Work Plans and supervise the implementation of such plans
    in line with the bank’s procurement plan
  • To be the focal person in all
    procurements and disposals from planning, soliciting for bids/proposals,
    evaluating, award, contract formulation and guide on contract management
    issues and all correspondences with bidders/providers
  • To be the focal person of disseminating
    knowledge and technical and managerial advice to all departments,
    Contracts Committee and the Executives in relation to all
    procurements/disposals and the implementation of procurement plans.
  • Draft the bank’s procurement plan and
    monitor its implementation and ensure timely submission to respective
    stakeholders as required
  • Ensure continuous improvement in
    systems, procedures and processes to improve efficiency and quality
    contribution of the unit to the bank as a whole in a bid to contribute to
    the bank’s bottom-line and efficient support to bank’s operations
  • Ensure timely quality periodic reports
    are submitted to Supervisor, Contracts Committee, Accounting Officer and
    PPDA in a timely manner
  • Forecasting and minimizing of risks on
    all procurement and disposal transactions to avert any negative impact to
    the unit and the bank in general including the reputational risk.
  • Manage knowledge and skills imparting to
    all stakeholders including users, executives and Contracts Committee
    members as well as career growth initiatives for the PDU staff.
  • Manage and maintain the prequalification
    exercise and lists as required by the bank manuals and PPDA regulations
  • Professionally and ethically manage the
    bank-provider relationships to ensure a sustainable supply chain with
    value additions and cost management initiatives. In particular ensure
    timely performance of contracts and timely payment for the services
    offered to the bank in line with the contracts issued out after
    appropriate interpretation.
  • Ensure appropriate compliance and
    excellent relationships with external stakeholders including but not
    limited to external auditors, Solicitor General’s office, PPDA etc

Qualifications, Skills and Experience:
  • The
    applicant must hold a Bachelor’s degree  in Procurement and Logistics or B.Com
    (Procurement) or Degree in Purchasing and Supplies from recognized
    university is a MUST.
  • Postgraduate
    qualifications are added advantage in field of Procurement
  • Full MCIPS or NEVI qualification is a
    MUST
  • Proven minimum of at least seven years’
    experience in procurement preferably in a relatively busy central
    government or private/financial firm of which at least three are
    preferably in senior position
  • Negotiation, leadership and risk
    management skills.
  • Good Knowledge and experience working with
    PPDA Act, regulations and guidelines as well as best practice principles
    in procurement and disposal processes.
  • Strong analytical, problem solving and
    process improvement skills
  • Ability to work independently with
    minimum supervision.
  • High level of integrity and
    confidentiality
