About USAID SITES Project:
The Strategic Information Technical Support (SITES) is project funded
by the United Agency for International Development (USAID) and managed by
Social & Scientific Systems (SSS). SITES provides technical, management,
and logistical support necessary to increase evidence-based planning,
programming and management of Uganda’s health sector, particularly its response
to the HIV/AIDS epidemic, Tuberculosis, Family Health, Maternal and Child
Health, Nutrition, Water, Sanitation and Hygiene, Community, Supply Chain,
Human Resources for Health, and Malaria.
Job Summary: The Management
Information Systems Team Lead should have prior experience supporting various
health information systems in Africa/Uganda. In particular, SSS is seeking a
candidate to function as Team lead for Management Information Systems/Database
(MIS/DB) Expert component of its project to provide Strategic Information
Technical Support (SITES) to USAID in Uganda. 
SITES project information systems are supported within SSS’ Health
Technology Solutions (HTS) Group. The position is fulltime in SSS’ office in
Kampala, Uganda.  The MIS/Database
Management Expert will be responsible for supporting quality improvement in the
HMIS/DHIS 2, OVC MIS and any other relevant data flow systems.. S/he will be
accountable for ensuring accurate and timely data exchange into the PEPFAR/OGAC
system (DATIM)
Key Duties and Responsibilities: 
  • Works directly with the HTS VP, the Deputy
    Chief of Party, and USAID staff.
  • Lead the MIS/DB SITES staff and
    subcontractors to ensure coordination and collaboration for achieving
    project deliverables.
  • Lead the overall systems integration and implementation,
    develop a vision to build a decision support health information data
    warehouse.
  • Lead development of conceptual and logical
    database models to meet data integration, data warehouse & data
    visualization goals.
  • Develop detailed system requirements &
    design artifacts to guide the solution development team in building IT
    systems to meet project goals.
  • Develop conceptual dashboard design that
    incorporate various analytic visualization methodologies (drill down,
    filter’s, maps etc.)
  • Directs activities related to new systems
    development and modification of existing systems.
  • Lead collaboration meetings with internal
    & external stakeholders, develop systems development release plans
    adhering to SSS defined Systems Development Life Cycle (SDLC)
  • Train and mentor staff and external
    partners on existing and new systems
  • Adherence to IT data security policies and
    procedures to meet compliance
  • Performs other duties as required or
    assigned.



Qualifications, Skills and
Experience:
  • The applicant for the USAID SITES Project
    Management Information Systems Team Lead job placement must hold a
    Bachelor’s degree in Computer Sciences or equivalent qualifications, with
    eight (8) years of experience (in addition to the 4 years requirement
    noted below), in IT, MIS, Database Management or related field; and
  • Four (4) years developing and/or managing
    health information systems
  • Demonstrated knowledge of managing medical
    records (specifically clinic registers and HMIS) and population based
    surveys such as AIDS Indicator Survey (AIS) and Demographic and Health
    Survey (DHS)
  • Must have experience with international
    development activities in Africa, and with organizations such as USAID,
    CDC, and Ministries of Health.
  • Familiarity with PEPFAR strategic
    information reporting requirements, cycles and systems including DATIM,
    DHIS 2 is highly preferred
  • Familiarity with PEPFAR indicators,
    technical areas and interventions
  • Working experience in Uganda developing
    and/or managing health information systems proficiency in key programming
    languages and database management systems.
  • Prior hands-on experience in system
    programming and managing complex IT Systems and user support/training
  • Ability to solve problems independently
  • Excellent communications and interpersonal
    skills
