Reports to: Deputy Head- Prime Minister’s Delivery Unit
About US:
The Office of the Prime Minister performs the following functions:
  • Lead Government Business in Parliament
  • Coordinate the Monitoring and Evaluation
    of the implementation of Government Policies and Programmes.
  • Coordinate the implementation of
    Government Policies ,Programmes and Projects including JAF Indicators and
    actions and PIRT decision through National Institutional coordination Framework.
  • Undertake Coordination of the
    implementation of the National Development Plan (NDP)
  • Coordinate and provide public relations to
    ensure good Government image, effective coverage of national events,
    communication of policies/practices and defining the ideal National
    Character and Values for Development
  • Coordinate development of capacities for
    prevention, preparedness, and response to natural and human induced
    Disasters and Refugees.
  • Coordinate and monitor the implementation
    of Special Government Policies and programmes for Northern Uganda,
    Luwero-Rwenzori, Karamoja, Bunyoro and Teso Affairs.
Job Summary: The Team
Leader, Education will provide support in managing leadership-level
relationships; lead problem solving for assigned priorities, provide internal
challenge to delivery teams, Lead teams that work directly with MDAs who are
the owners of delivery activities to provide problem solving support, monitor
and evaluate progress, and build capacity for effective delivery on key government
priorities.
Key Duties and Responsibilities:
  • Establish routines, based on best
    practices in delivery, to drive delivery of key government priorities
    targeted at improving outcomes in health and education
  • Support ministries implementing assigned
    strategic priorities, through routinized planning processes, to elaborate
    work plans in Ministerial Policy Statements and Project Documents into workable
    ‘Delivery Plans’.
  • Facilitate the implementation of flagship
    projects in the National Development Plans.
  • Provide analytical support and
    recommendations to overcome key delivery challenges.
  • Provide support that accelerates delivery
    capacity in departments and sustains continual improvement- helping remove
    or resolve obstacles to delivery.
  • Map out delivery chains, identify weaknesses
    in the delivery chains and facilitate processes to build strong delivery
    relationships and platforms.
  • Monitor progress and delivery of strategic
    priorities, projects and activities against set targets.
  • Provide high-level independent views on
    performance and progress on key priorities and identified flagship
    projects to the Prime Minister and Minister for regular briefings to the
    President on government performance.
  • Establish and maintain a system for rating
    through balanced scorecards and league tables the performance of agencies,
    manager and political leaders who are responsible for the delivery of
    government priorities and programmes.
  • Establish a strong and effective
    secretariat to support strategic meetings for delivery planning,
    implementation problem solving and progress reporting at the political and
    technical levels.
  • Organize and facilitate delivery planning
    labs
  • Build capacity for delivery — training,
    guidance materials, and policy advice to contribute to policy reform.
  • Coordinate and supervise the activities of
    Principal officers under the thematic area of the delivery unit;



Qualifications, Skills and
Experience: 
  • The applicant must hold a master’s degree
    in Education or any other related discipline (An Honors degree in
    Education)
  • At least eight years of experience, three
    (3) of which must have been at senior level in management, policy analysis
    or planning in a Public or Reputable Organization
  • Some experience of working in government
    or business environment
  • Determined, hardworking and focused
  • Optimistic and confident
  • Passionate and committed tor the mission
  • Willing to work hard under pressure
  • Knowledge of sector is desirable but not
    essential
  • Strong problem solving skills and the
    ability to think in a structured way in new circumstances

  • Ability to conduct complex analyses
    quickly and with limited supervision
  • Ability to develop high quality, logical
    presentations and reports with clear charts and concise prose
