is to address global youth unemployment and poverty by providing practical,
relevant education to young people in developing countries. We support schools
to set up school businesses which provide hands-on training and experience for
pupils. This boosts quality of education and employability – bridging the gap
between education and the workplace – so that students leave school with the
right skills to get a good job or run their own successful business. We are a
small organisation with big reach – since 2006 we have brought the pioneering
school business model to more than 100 countries, reaching over 80,000
beneficiaries and supporting them to reach their full potential in work and in
life. In 2017, through the School Enterprise Challenge programme, Teach A Man
To Fish worked in partnership with 16 partner NGOs to deliver the programme to
500+schools, impacting over 40,000 young people in Uganda, Kenya and Tanzania.
Job Summary: The SEC East
Africa Programme Manager should be an experienced programme manager to play a
lead role in delivering our flagship programme, the School Enterprise
Challenge, in East Africa.  Teach A Man
To Fish is a small international development charity with a big impact,
providing entrepreneurship education to young people across the developing
world.  Reporting to the Africa Regional
Coordinator, the post will play a central role in pro-actively planning and and
managing delivery of the School Enterprise Challenge programme to 500+ schools
across Uganda, Kenya and Tanzania. You will take on a senior role and manage a
team of eight, with three direct line reports. 
You will have strong programme management skills, with a proven track
record of delivering complex programmes in line with targets and budgets, and a
strong understanding of the education system in East Africa.
You will be a detail-oriented, quality-driven individual with excellent
planning and project management skills. You are able to anticipate, plan
effectively and motivate and manage your team to achieve objectives within
tight timelines and limited budgets. You will be adept at using developing
robust monitoring and programme management tools to monitor and achieve your
goals. A confident communicator and leader, you will handle key partnerships
across the region and represent the SEC programme at high-level meetings and
events. An experienced manager, you will delegate effectively, support your
colleagues and build your team’s capacity to perform to highest level. The
ideal candidate will be an experienced Programme Manager, able to demonstrate previous
significant success in a similar role. Experience in monitoring and evaluation,
training and/or communications would also be advantageous.
Job Objective: The SEC East
Africa Programme Manager will lead on delivery of the School Enterprise
Challenge programme across Uganda, Kenya and Tanzania in line with set targets,
timeline and budget.   This  in 
order  to  help 
Teach A Man To Fish  reach  its 
goal  of  ensuring as many young people as possible
benefit from the school business model in East Africa.
Key Duties and Responsibilities:
        
Support ARC to set annual targets for SEC
Uganda, Kenya and Tanzania. Lead on delivery of annual targets, review progress
regularly and proactively manage team to achieve targets.
        
Produce annual SEC work plan for Uganda, Kenya
and Tanzania. Review regularly and coordinate team to deliver programme
activities on schedule. Analyse progress regularly and put in place mitigation
measures to ensure activities delivered on track
        
Coordinate provision of high quality, accurate
quarterly reports and donor reports to agreed timeline. Provide final review
and quality check before submission to ARC. Lead on internal review process
with SEC team.
        
Coordinate with team to ensure all trackers
completed accurately and according to agreed schedule. Review for quality and
flag trackers periodically to ARC. Provide analysis and implement mitigation
measures in response to any identified targets off track.
        
Coordinate partnership development and
stewarding. Manage key relationships directly. Review and develop partner
on-boarding and stewarding systems to ensure effective and robust management of
partners
        
Lead on securing licensed partnership in Kenya
and Tanzania for 2019
        
Adapt and develop standard programme resources
(trainings, guides etc) to country context. Ensure consistent high level of
quality and accuracy across all materials. Support comms officer to develop
comms plan and review progress regularly
        
Participate in monthly calls with SEC Global
team. Ensure efficient coordination between global and regional SEC programme
and dissemination of standard resources, systems and process across Uganda,
Kenya and Tanzania
        
Input into programme design including resource
and systems design in response to beneficiary feedback and internal review process
        
Budget holder for RUGSEC, UPT KE and UPT TZ
budget. Pro-actively manage budget, sign off staff requests against budget and
ensure all activities delivered in line with budget. Input to development of
annual programme budgets.
        
Support M&E officer to develop M&E plan
and review progress regularly
        
Support comms officer to develop comms plan and
review progress regularly
        
Occasionally support SEC EA programme officer to
deliver trainings. Occasionally support M&E Officer to deliver M&E
activities.
        
Manage, coach and empower SEC EA programme
officer, M&E officer and SEC EA Comms Officer. Capacity build staff and
manage performance



Qualifications, Skills and
Experience: 
        
The ideal candidate for the job placement must
hold a Bachelors in Education, Development, NGO management, Programme
Management, Business Administration, Business or related field Masters in a
related field is desirable.
        
Seven years’ experience in either an NGO, social
enterprise or corporate setting, with progressive levels of management
responsibility
        
Three years of programme management experience
        
Proven track record of delivering complex
programmes in line with targets, budget and timeline
        
Donor reporting experience
        
Budget management of projects worth GBP 100,000+
        
Line management experience of 2+ reports
        
Proven track record of developing and stewarding
partnerships with multiple stakeholders
Desirable:
        
Experience of working in or managing projects in
an educational setting
        
Understanding of the education system in Kenya
and/or Tanzania
        
Experience of using and developing project
management tools and trackers
        
Experience of developing M&E frameworks and
delivering M&E activities
        
Experience of developing communications and
engagement strategies
        
Experience of business development or management
in a commercial setting
Skills and knowledge

Additional Requirements
        
Current passport and yellow fever certificate
        
Willingness to travel 25% of time to locations
in Uganda, Kenya and Tanzania
