The Infectious Diseases Institute (IDI) is an international non-profit
organization which is a partnership of infectious diseases and public health
specialists. The overall objective of the IDI is to strengthen health systems
with strong emphasis on Infectious Diseases, through Research and Capacity
Development. IDI has five operational areas through which it works to achieve
its mission: Prevention, Care and Treatment; Training, Research and Laboratory
services (provided through a partnership with the Makerere University – John
Hopkins University Core Lab) and Outreach.
Job Summary: The Monitoring
& Evaluation Officer – Strategic Programming for Key and Priority
Populations will be responsible for providing technical support in the design,
implementation and review of the project’s HIV-related monitoring and
evaluation activities.
Key Duties and
Responsibilities: 
  • Work in close collaboration with the
    Project Director and technical advisors, develop and monitor the
    implementation of project evaluation and performance measurement plan.
  • Keenly monitor project progress and impact
    in line with performance indicators agreed upon with the donor.
  • Develop and monitor the implementation of
    data reviews (baseline, midterm, and end line) to establish project
    progress and impact in relation to project objectives.
  • Develop and monitor the implementation of
    project guidelines for data utilization and feedback mechanisms internally
    and externally including periodic organizational team reviews to improve
    performance in line with project objectives
  • Develop and review MIS specifications for
    the project and monitor functionality of the districts’ Health Management
    Information System (HMIS) including DHIS2 and Open MRS in line with MOH
    guidelines.
  • Coordinate project development and monitor
    implementation of the project capacity-building plan including training,
    mentorship and support supervision.
  • Develop and maintain systems and
    procedures for generating quality project reports to key stakeholders in
    line with the project objectives.
  • Develop and maintain strategic
    partnerships and networks with MoH, districts, donors and other key
    stakeholders for comprehensive, relevant and harmonized interventions in
    line with various program objectives.
  • Oversee the development and sustainability
    of an effective M&E system for the project.
  • Facilitate the process of developing
    capacity of implementing partners to monitor and evaluate strategic
    programming for key and priority populations.
  • Oversee the data management processes and
    track performance that will inform programming.
  • Actively contribute and participate in
    conducting project self-assessments and addressing the M&E capacity
    gaps that are identified.
  • Support the implementation of HIV-related
    surveillance surveys and population size estimates of key and priority
    populations.



Qualifications, Skills and
Experience:
  • The applicant must hold a Bachelor’s degree
    in Statistics.
  • Possession of a Master’s degree in Public
    Health, Epidemiology, Statistics or related field.
  • Postgraduate training in project
    Monitoring and Evaluation is an added advantage.
  • At least four years of relevant experience
    in Monitoring and Evaluation of large scale health and HIV/AIDS service
    delivery and systems strengthening programs
  • Excellent writing, presentation and
    communication skills.
  • Previous experience in design, development
    and implementation of M&E systems; preferably in the health sector.
  • In-depth knowledge of monitoring and
    evaluation of HIV/AIDS programs including Ministry of Health (MoH) tools
    and reporting processes.
  • Extensive knowledge of PEPFAR/USG
    programming policies and regulations, procedures and practices.
  • Demonstrated experience in collaborating
    with varying types of partners.
