About US:
Enabel (Belgian development agency, formerly BTC), together with
different Government Ministries, are implementing the bilateral co-operation
between Uganda & Belgium.
Key Duties and Responsibilities:
Single Point of Contact (SPOC) for piloting of utilisation of ICT and
digital resources in Skills provision in the SSU project (40%)
- Pilot and practice integration of digital resources in skills training, in partnership with the project partner Vocational Training Institutions (VTIs) and other relevant project stakeholders, by:
- Piloting e-learning practises (where relevant) in skills development
- Promoting digital Online Educational Resources (OER) in BTVET
- Nurturing set-up small scale pilots of utilization of e.g. mobile apps, VR and robotics in skills training within a controlled pilot environment.
- Support the set-up of model Digital hubs on VFI campuses to foster integration of digital resources in skills provision, in partnership with the D4D actors and VT1 management, by:
- Supporting the set-up of model ICT hubs and networks on VTI campuses, and
- Liaising with other actors and service providers in terms of operation and maintenance of Digital Hubs.
- Capitalization Officer on Digital for Skills
Development
•
Assisting the project team in documenting
lessons learned and good practices on integrating digital resources in skills
development.
•
Setting-up an online open-source
platform/knowledge base in order to share good practices on integrating ICT as
a tool for Skills Development with other D4D actors and stakeholders from the
education sector
- Capacity building officer for D4D
innovation (30%)
•
Fostering relations and pro-active networking
with ICT and D4D actors in Uganda, including ICT departments of universities,
ICT-hubs, ICT focussed start-up incubators, innovation driven private sector
companies, etc
•
Enhancing the capacity of project's key
stakeholder, such as the partner VTIs and other relevant stakeholders of the
SSU intervention to integrate ICT usage in skills provision
•
Advocating roll out of innovative D4D practices
by bringing pilots to scale.
•
Coming up with digital solutions to address
emerging needs within the project
Qualifications, Skills and
Experience:
- The applicant must hold a Bachelor’s Degree in Telecommunications, Engineering, ICT, Computer Engineering or any other related fields
- Proven experience in ICT management is an asset
- One to two years’ experience in ICT, Digitalization.
- Good understanding of the practical complexities of set-up of ICT networks
- Knowledge and experience in Digital for Education (E-learning, OER, etc.) is an asset
- Excellent verbal and written skills in English Person Profile
- ICT skills: a minimum of hands on skills in: ICT-maintenance, set up of ICT- equipment & software and/or ICT-programming skills
- Skills in designing digital solutions and hands on implementation of ICT networks and digital hubs
- Strong communication and interpersonal skills
- Independent research skills, investigating relevant D4D practices
- Adaptability: Maintaining effectiveness by adapting to changing circumstances, tasks, responsibilities and people
- Taking initiative and creativity: Recognizing opportunities and acting on them; self-starter, coming up with original solutions for job-related problems, devising new methods of work and solution oriented.
