Action Against Hunger (ACF) is an International Humanitarian NGO which has
been in existence for over thirty years. ACF has been implementing Food
Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in
the Lango, Acholi, West Nile and Karamoja regions of Northern Uganda.
Job Summary: The E-Voucher officer will be responsible for
providing overall technical and programmatic support for the planning,
implementation, management, and monitoring of E-Voucher interventions in Imvepi
base in coordination with the Program Managers, Program coordinator and WASH
coordinator.
Key Duties and Responsibilities:  
Overall oversite planning and management of E-Voucher
Interventions  
  • Prepare a detailed implementation plan for
    timely delivery of E-Voucher intervention with clear activities,
    milestones and targets, in coordination with technology service provider,
    program manager, and service providers.  
  • Develop and maintain a voucher filing
    system.
  • Coordinate continued assessments as
    appropriate in operational areas, 
  • Send regular updates of the
    contextual/market dynamics and propose appropriate interventions. 
  • Train, guide and supervise other staff
    involved in the  voucher implementation.
  • Track project budgets use and propose
    amendments. 
Document all field activities and produce relevant reports:
  • Prepare and send timely progress reports
    and adhoc reports in adherence to donor and project reporting schedules
  • Compile other reports like tracking
    reports, utility consumption and payment details and voucher payment log
    sheet as required. 
  • Document and disseminate Action Against
    Hunger’s experiences and lessons learnt to key stakeholders. 
Coordinate monitoring and Evaluation of voucher based
intervention:
  • Ensure compliance with Action Against
    Hunger’s policies and procedures for E-Voucher based programming.
  • Regularly review effectiveness the
    appropriateness of the E-Voucher intervention in partnership with M&E.
  • Ensure that relevant output and outcome
    indicators for E-Voucher interventions are systematically being collected
    and analysed. 
  • Regularly monitor the implementation of
    the service providers and ensure stock satisfies consumer needs.
  • Interface with beneficiaries in order to
    ensure that progress is being made.
  • Regularly monitor essential goods
    availability and price fluctuations.
  • Guide the PMs on risk management for E-Voucher
    programme implementation. 
Ensure an adequate level of coordination between Action Against
Hunger and relevant stakeholders:
  • Facilitate and support communication and
    discussions, and liaise closely with relevant stakeholders engaged in E-
    Voucher based activities on Against Hunger’s interventions. 
  • Ensure adherence of service providers and
    beneficiaries to all operational and reporting obligations as stipulated
    in any Letters of Agreement or contracts. 
  • Foster harmonisation of Action Against
    Hunger’s interventions with other similar interventions.
Represent Action Against Hunger in stakeholder dialogues:
  • Take part in settlement and other level
    dialogue with donors and other stakeholders on Voucher programming. 
  • Attend donor meetings and field visits as
    required.
Other Duties: Perform any other duties asked of you
to support the work of the WASH team 



Qualifications, Skills and Experience:
  • The ideal candidate for the Action Against
    Hunger (ACF) E –Voucher Officer-IMVEPI job opportunity should hold a Bachelor’s
    degree in Economics, Engineering, Business Administration, Social
    sciences, Development Studies or relevant field.
  • At least three years of progressive
    experience in designing and implementing cash-based humanitarian
    assistance programmes and the use of voucher systems in development
    projects and emergency
    assistance.        
  • Extensive knowledge of community
    mobilisation/involvement approaches, Participatory Rural Appraisal /Rapid
    Rural Apprial.
  • Exhibit capacity to organize and supervise
    the work and ability to make rational decisions.
  • Action management, communication skills
    and  high standards of ethics and values. 
  • Work experience with Government, UN
    agencies, and NGO’s especially in  refugee settlements is desirable.
  • Strong communication skills (written and
    oral) in English required.
  • Computer literacy i.e. proficiency in
    Excel, Word, processing, spreadsheets, PowerPoint, and other relevant
    software other skills
  • Honesty and integrity
  • Good organizational skills
  • Proactive-demonstrates the ability to foresee
    problems and prevent them by taking action
