WEI/Bantwana Initiative is a Non-Governmental Organization that helps
families and children orphaned and made vulnerable by HIV/AIDS to access the
comprehensive support and care they need to grow into healthy adults.
About USAID BETTER OUTCOMES Project:
World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 20 districts of Eastern and Northern Uganda.
           
Job Summary: The DREAMS
Manager will work under the supervision of the Youth Sector head , and is
responsible for guiding the Strategic direction of the DREAMS community-based
components for adolescent girls and young women (age 10-17 years) in the
districts in Northern Uganda (Gulu, Oyam, Lira and APAC). The DREAMS Manager
will also ensure that DREAMS activities are consistent and overall fit within
the BETTER OUTCOMES programming framework, will participate in BETTER OUTCOMES
planning, monitoring and capacity building meetings, and will leverage as
appropriate BETTER OUTCOMES resources, in coordination with the Regional
Managers and other technical staff. Over all the Dreams Manager will ensure that
organizational and project Implementation structure responds to the 95 95 95
Strategy by ensuring that AGYW have access to, and demand for essential
services to contribute to Epidemic control
Key Duties and
Responsibilities: 
Programme Development and Implementation
  • Oversee and lead the implementation of the
    community-level components of DREAMS.
  • Coordinate stakeholders involved in
    community development of DREAMS in their interface with the sectors of
    health and education.
  • Liaise with CSOs and relevant district
    departments to ensure mapping, identification and effective support for
    target clients.
  • Ensure that evidence-based approaches to
    life skills, parenting, case management and economic strengthening are
    consistently utilized.
  • Participate in mapping of hotspots to
    inform the effective programming of prevention strategies.
  • Plan and implement mapping of hot spots to
    ensure that all priority groups are covered by interventions.
  • Coordinate the Implementation of
    strengthening Basic Counseling Skills for para social workers -PSWs
  • Coordinate with the Youth officers the
    implementation of DREAMS dubs for girts 10-14.
  • Coordinate the implementation of GirlFirst
    clubs for girls 15-17.
  • Coordinate the implementation of parenting
    training for young mothers and for parents of adolescent girls and young
    women.
  • Coordinate the strengthening of
    facility-community referral systems in line with case management approach
    and the case management actors.
Representation, Networking and Advocacy
  • Represent World Education/Bantwana in technical
    DREAMS-related meetings, OVC meetings, and other collaborative events.
  • Collaborate with the DREAMS implemented
    and stakeholders to ensure areas where the vulnerable groups congregate
    are identified and services extended.
  • Strengthen collaboration within various
    child protection service providers both formal and non-formal to ensure
    comprehensive Layering of services
  • Work with the relevant stakeholders to
    ensure that all DREAM girls access HIV prevention services in response to
    PEPFAR 3.0
Project monitoring and documentation
  • Conduct site visits and spot checks to
    districts, CSOs and activity locations to monitor implementation.
  • Liaise with the M&E team in tracking
    and reporting related targets
  • Develop monthly, quarterly, and annual
    reports detailing the TA provided under this performance period.
  • Provide oversight with appropriate case
    documentation, records/data management and reporting.



Qualifications, Skills and Experience:
  • The applicant for the USAID Project DREAMS
    Manager job placement must hold a Degree in Social work, or other
    humanities with relevant training in Gender, project planning and
    management
  • Five years of mid-to senior level
    management experience in developing, implementing and evaluating OVC, GBV,
    protection, livelihood, and/or public health programs, including
    implementation of community health activities with a focus on adolescent
    girls and young women.
  • Experience in capacity building and
    positive parenting training skills
  • Experience within USG-funded mechanisms is
    an advantage.
  • Comprehensive knowledge of HIV/AIDS
    prevention, counseling and testing and, behavior change interventions.
  • Comprehensive knowledge of case
    management, community-facility linkages, integration of multiple
    programmes and activities across the continuum of care.
  • Detailed knowledge of community based
    services, structures, national policies and programmes.
  • Excellent oral and written communications
    skills.
  • Good knowledge of administrative
    requirements, budgeting and fiscal management in support of sub-awards and
    contracts.
  • Good knowledge of word processing,
    spreadsheets and databases is required. Numerical skills for data analysis
    are required.
