About USAID / FFP Program:
CRS is leading a consortium of 8 implementing and technical partners to
run a five-year USAID/FFP funded $35 million program called Nuyok to build
resilience to shocks, enhance livelihoods and improve food security and
nutrition for vulnerable rural families in three districts of Karamoja – Abim,
Nakapiripirit and Napak – which are home to 406,880 people living in an
estimated 58,126 households. Nuyok seeks to strengthen governance and gender
equity, community capacity to manage shocks and stresses, traditional and
diversified livelihood opportunities and nutrition and health (including
improved water, sanitation and hygiene (WASH)) of pregnant and lactating women
(PLW), adolescent girls and children under two years of age (CU2). At the end
of the program, sustainable results will include empowered, resilient, healthy
families; responsive, inclusive governance; and a vibrant private sector that
engages smallholders at every level.
Job Summary: The Resource
Transfers Program Manager – Nuyok  will
ensure effective coordination and management of Nuyok resource transfer activities
across different interventions and activities such as, DiNER Fairs, conditional
and unconditional resource transfers and vouchers for work, among others. As a
member of the Operations team, you will work closely across the programming and
operations departments to ensure efficient payments that adhere to risk
management strategies through effective segregation of duties throughout the
process.
Key Duties and Responsibilities:

operations departments to ensure efficient resource transfer that adhere to
risk management strategies through effective segregation of duties throughout
the process
·        
Manage resource transfers using the SCOPE
platform or other beneficiary and resource transfer management platform for
beneficiary registrations, intervention setups, distribution planning,
transfers and distribution reporting.
·        
Oversee all project level resource transfers
through a clear schedule linked closely to the annual detailed implementation
plans. You will authorize the release of re-sources and verify that there are
not duplications in recipients (e.g. youth receiving support through the
YouthBuild approach and through BOMA’s graduation approach).

Adapt and/or create when relevant guidelines and
standard operating procedures (SOPs) for the use of SCOPE for the project cycle
(SCOPE set up; integration with CRS system, beneficiaries management,
vendors/FSPs management, card and device management, payments/transfers, MEAL,
etc.)
·        
Build capacity of operations team on the use of
SCOPE
·        
Digitalize and streamline processes whenever
possible and in line with CRS and Donors policy and procedure
·        
Verify compliance to CRS and donor’s policy and
procedures at every step of the process flow, particularly respect of
segregation of duty
·        
Troubleshoot when issues arise to ensure
efficient payments.
·        
Report and address duplication with case
management, investigation or systematic solutions.
·        
Authorize release of resources according to SOPs
·        
Liaise with WFP SCOPE team (to be determined)



Qualifications, Skills and
Experience: 
·        
The ideal candidate for the Catholic Relief
Services (CRS) Resource Transfers Program Manager – Nuyok job placement should
preferably hold a Master’s degree in Administration, Data Management, Computer
Sciences, Information Management, Emergency Relief, Rural Development or
related studies.
·        
Previous experience with a beneficiary and
resource transfer management platform
·        
A minimum of two years of professional
experience related to operational management of resource transfer programs
·        
Demonstrated skills in cash and markets
programs.
·        
Ability to quickly learn and apply policy and
procedures from CRS and Donors
·        
Demonstrated skills and enthusiasm to use ICT4D
tools
·        
Knowledge of CRS and/ or demonstrated ability to
manage partnerships
·        
Ability and proven experience transferring
knowledge through formal and informal training.
·        
Excellent presentation and communication skills.
·        
Team-oriented and strong interpersonal skills.
