Civil Aviation Authority (CAA) is a corporate body responsible for the
regulation of Civil Aviation in Uganda. It manages Entebbe International
Airport and 13 other aerodromes upcountry. CAA carries out its work in
conformity with International Civil Aviation Organization (ICAO) Standards and
Recommended Practices (SARPS).
Job Summary: The Principal
Licensing Officer will discharge responsibilities related to regulation,
administration, training, examination and licensing of flight and cabin crew,
aircraft maintenance personnel and air traffic controllers in accordance with
the Civil Aviation (Personnel Licensing) Regulations.
Key Duties and Responsibilities:
Planning, budgeting and review process:
·        
Actively participate and make contributions to
ensure the Business Plan provisions contain adequate allocations for the
department’s requirements
·        
Participate in the preparation of annual budget
inputs for the department.
·        
Prepare the Personnel Licensing (PEL) Section
Quarterly Activity report for timely submission to Manager Flight Safety
Standards (MFSS).
Licensing management-Personnel
·        
Ensure that all personnel licensing regulations
and procedures are implemented and complied with for licenses and authorisation
issuance.
·        
Provides professional advice to the Manager
Flight Safety Standard on matters pertaining to personnel licensing.
·        
Ensure licensing activities are coordinated with
other sections within the CAA.
·        
Work closely with Documentation Centre in record
management of all personnel licenses issued by the Authority.
·        
Maintain liaison with the designate medical
examiners and assessor, flight operations, airworthiness etc, regarding
licensing standards and facilitate the inspection functions of the staff
charged with licensing duties.
·        
Timely Preparation and submission of the
Personnel Licensing Section performance Quarterly Report to MFSS.
·        
Regularly advise Manager FSS on the state of
·        
work and significant event and development
within PEL office.
·        
Evaluate and advise MFSS on the section
staffing, facilities and training requirements for
·        
effective continuous section performance.
·        
Participate in the development and update of
Civil Aviation Regulations and Guidance Materials.
·        
Maintain a list and authorisation records of
other section/department personnel authorized and/or designated to perform
personnel licensing functions. And ensure that they are briefed and supplied
with adequate guidance and documentation to carry out their tasks.
·        
Initiate and direct study and research into licensing
matters related to aviation personnel.
·        
Perform such duties as may from time to time be
directed by the Supervisor and/or Management.
Human Resource Management:
·        
Supervises the section’s staff and ensures
correct manning levels in accordance with operating standards
·        
Proposes input in attraction, retention,
motivation and staff development.



Qualifications, Skills and
Experience:
·        
The applicants for the Civil Aviation Authority
(CAA) Principal Licensing Officer job opportunity should hold a Bachelor’s
Degree from a recognized University.
·        
A pilot with at least an Air Line Transport
Pilot’s License (ATPL-Ground) and a minimum of 500 total flying hours
·        
OR
·        
A good bachelor’s degree from a recognized
University.
·        
Aircraft Maintenance Engineer license and A
minimum of 5 years work experience as a licensed aircraft maintenance Engineer
·        
OR
·        
A good bachelor’s degree from a recognized
University.
·        
Air Traffic Controllers’ (ATC) License with at
least 3 ratings and
·        
At least five years’ work experience as ATC
license holder
·        
Computer literacy skills
·        
Age: Between 35 to 55 years
