About NASA:
National AIDS Spending Assessment (NASA) offers an improved
understanding of the current levels of spending and resource allocation across
various programmes and interventions. The Uganda AIDS Commission (UAC)
conducted the last NASA in Uganda in 2012. The last NASA covered the financial
years 2008/2009 and 2009/2010. The UAC entered into a partnership with Makerere
University School of Public Health (MUSPH) to implement the NASA starting with
3 financial years: 2013/2014, 2014/2015, and 2015/2016; and to set up a system
to routinely collect NASA data to facilitate timely availability of HIV
expenditure information for the period 2015/16-2019/20. The phase one NASA is
expected to lay a foundation for the AIDS spending assessments for 2016/17
-2019/20 in an institutionalized approach. 
In this partnership, UAC provides overall oversight and coordination of
the NASA while MUSPH is responsible for study design, data collection, and
analysis and reporting.
The MUSPH, although very experienced in undertaking research, is
implementing resource tracking for HIV the first time, and therefore requires
Technical Assistance during the first phase of implementing; for quality
assurance.
Bench-marking Ghana NASA:
Recently a delegation of 7 Uganda NASA Task Team conducted a NASA
bench-marking study visit in Ghana and observed that Ghana has successfully
institutionalized the NASA and produce annual NASA reports.  It is against this background that the
Technical support is sought to provide quality assurance to the whole NASA
process to ensure compliance with international guidelines and standards.
Job Summary: The overall
objective of technical support is to review and support improvement of quality
control measures to ensure integrity of the NASA and adherence to international
guidelines and standards. The specific objectives of the technical support are:
·        
To strengthen local capacity (including; the
Task Team, MUSPH, data collection & entry teams) in coordination, data
collection, entry, cleaning, data analysis, and reporting
·        
To provide guidance and support for estimating
expenditures that cannot be captured from records.
·        
To review the NASA Pilot report with the core
NASA team to provide guidance and strategies to address the challenges.
Key Duties and Responsibilities:
·        
Lead the review and discussion on the planned
approach to NASA by the Uganda NASA team.
·        
Keenly review and lead the discussion on data
collection and analysis, including review of data collection tools, with aim of
troubleshooting potential challenges and providing guidance on mitigation of
any anticipated challenges
·        
Review the mapping of stakeholders, adapted
tools, determination of costs, data collection and validation plan, provide
guidance and develop local capacity to strengthen the aforementioned areas.
Participate in field data collection to observe and develop local capacity in
data collection.
·        
Participate in the training of NASA teams
including; the Task Team, MUSPH, data collection & data entry teams; in
coordination, data collection, entry, cleaning, data analysis, and reporting
·        
Review the NASA Report



Qualifications, Skills and
Experience:  
·        
The applicant must hold a Master’s Degree in
Health Financing, Financial Management, or other relevant area
·        
Five years’ experience in Resource Tracking or
conducting Spending Assessments
·        
Significant experience in data collection and
analysis in the field, especially in settings where information is not formally
recorded
·        
Work experience in Uganda preferred
·        
Work experience in HIV/AIDS programming
preferred. 
Key Deliverables:
·        
Report on strengthening the local capacity in
the following areas: data collection, entry, determination of costs, data
validation, analysis, and reporting.
·        
An independent review report on the review of
the final NASA report, including a detailed description of the quality control
process with a focus on integrity/rigor and adherence with international standards
·        
Clear assumptions for estimating expenditures
·        
Produce monthly status updates. 
Duration:  A total of 30 working days in Kampala, with
more technical support being provided offshore.
