Caritas established in all 19 Catholic Dioceses in Uganda. Our core mandate is
development and emergency response.
Job Summary: The Monitoring
and Evaluation Officer will be responsible for designing and implementing the
M&E activities of the Project; assisting the Project Manager in preparing
biannual reports on project progress and results, s/he will monitor the project
activities on a regular basis, developing and maintaining the MIS of the
Project and will be responsible for the collection & analysis of different
data in relation to the project activities. The Monitoring and Evaluation
Officer will be responsible for monitoring and ensuring high quality and timely
inputs, and for ensuring that the project maintains its strategic vision and
that its activities result in the achievement of its intended outputs and outcome
in a cost effective and timely manner.
Key Duties and Responsibilities:
·        
Develop and maintain the M&E systems of the
BSJ projects activities and support the implementation of the same.
·        
Actively promotion, identification and reporting
of results; and operational management with responsibilities stretching to
Dioceses and projects locations.
·        
Co-ordinates the compilation of information and
reports prepared by the dioceses in accordance with approved reporting formats.
·        
Collaborates with the Project partners to
monitor and evaluate actions to ascertain skills transferred to beneficiaries,
started businesses and gained employments including monitoring indicators of
BJS.
·        
Reviews and revises indicators, to reflect
accurately projects’ progress towards their targets, as required.
·        
Guides projects and project partners in their
annual work planning and related submission of reports.
·        
Keenly reviews monitoring reports to assess
interim impacts and identify causes of potential bottlenecks in implementation.
·        
Prepares relevant documentation, participates
and represents the project in collaborative meetings with project partners as
required.
·        
Undertakes publication of results as appropriate
to in the partner websites or social media.
·        
Builds and maintains effective working relationships
with staff and clients to facilitate the provision of support
·        
Knowledge Management and Learning
·        
Performs other related duties, as required.



Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold an advanced
university degree in Fisheries, Environmental Science, Economics, Rural
Development or related field.
·        
At least five years of relevant experience in
general programme/project related work, including experience in results-based
monitoring and evaluation; biodiversity conservation issues, and monitoring of
the status of aquatic ecosystems.
·        
Demonstrated experience and knowledge in
fisheries resources and biodiversity conservation and monitoring and
evaluation.
·        
Experience in designing tools and strategies for
data collection, analysis and production of reports.
·        
Proven ICT skills, especially in the development
of MIS software using database software.
·        
Expertise in analyzing data using statistical
software;
·        
Strong training and facilitation skills.
·        
Familiarity with M-E standards, principles and
results-based management concepts.
·        
Extensive knowledge of web based M&E system,
relevant specialized courses in M+E would be an advantage.
·        
Good Computer/Word Processing skills.
·        
Candidates may be requested to provide
performance assessments.
·        
Working knowledge of English
