pregnant women and mothers living with HIV, and preventing mother-to-child
transmission. Since its inception, m2m has reached more than one million
mothers in seven countries. Founded in Cape Town in 2001, m2m is a partner in
the United Nations’ Global Plan towards the Elimination of New HIV Infections
among Children by 2015 and Keeping their Mothers Alive.
About USAID BETTER OUTCOMES Project:
World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth Alive, Friends of Christ Revival
(FOC-REV) and m2m; each responsible for specific technical aspects of the
project. The project is being implemented in 20 districts of Eastern and
Northern Uganda.
Job Summary: The
Finance/Procurement Assistant is responsible for implementation and monitoring
of all aspects of the Procurement processes related to m2m Uganda.  The Finance/Procurement Assistant will
provide support to the Country Finance Manager and in-country team to ensure
proper Procurement support to implement the activities in the Country office.
Key Duties and
Responsibilities:  
Provide support in the management of the Procurement function and
ensure internal administrative systems and controls are adhered to while
executing duties:
·        
Prepare procurement plans in line with the
project implementation plans and schedules to ensure goods and services are
availed in time while observing all policies and procedures.
·        
Ensure office supplies are in place all the
time, advise management on restocking, and source for suppliers.
·        
Maintain and Update the inventory and asset
register whenever new acquisitions occur and ensure all stock records are
updated.
·        
Maintain m2m Uganda store ensuring stock cards
are in place and updated whenever stock comes in or is issued out.
·        
Implement and manage documentation and filing
systems for all procurements done and maintain and update vendor lists and
information in accordance with organisational and funder requirements.
Implement a process for branding and marking as per donor specific
requirements:
·        
Ensure professional administrative Integrity of
the Operation
·        
Actively participate in vendor sourcing
especially gathering of pro-forma invoices and prospective vendor information.
·        
Keep track of all agreements with vendors and
advise the Country Finance manager of any pending expiry of agreements and due
payments to vendors.
·        
Provide ad hoc administrative services as may be
required.
Finance related Duties:
·        
Maintain a cash float for the office by making
authorised payments specific to project requests.
·        
Update the cash book ledger at all times by
accurately posting to the right expense codes.
·        
Liquidate and request for replenishment whenever
the float goes below the minimum levels and also on a monthly basis submit the
expenses for capture in the system.
·        
Do vendor reconciliations in the finance system
whenever m2m transacts with the vendor or at times of processing payments.



Qualifications, Skills and
Experience: 
·        
The applicant for the m2m USAID Project Finance/Procurement
Assistant job placement should preferably hold a recognised business-related Diploma
and post graduate studies in Procurement studies.
·        
One to two years of post study experience in
Procurement work of a busy organisation.
·        
Focused and versatile team player that is
comfortable under pressure of deadlines and ever changing demands.
·        
Highly analytical and problem solving skills,
innovative in handling emergency procurement demands and issues.
·        
Good computer skills including the ability to
operate word processing programs and email communication at a highly proficient
level.
·        
Prior exposure and experience in a
multi-national organization or similar organisation with fast running
activities.
·        
Extensive knowledge of institutional donor
requirements; EC, DfID, UN partner agreements, SIDA, USAID, CDC, etc
·        
Excellent interpersonal skills; ability to work
on own and within various teams on competing demands.
