About Us:
The Government of Uganda is implementing the Youth Livelihood Programme
(YLP) and the Uganda Women Entrepreneurship Programme (UWEP), under the
Ministry of Gender, Labour and Social Development (MGLSD). The main objective
of the Programmes is to empower the target youth and women to harness their
socio-economic potential and increase self- employment opportunities and income
levels. The Programmes provide revolving funds to finance small enterprises
initiated by the groups of youth and women in various sectors of the economy.
The implementation of the Programmes is mainstreamed into the government
structures at the national and local government levels with support from
Technical Support Team (TST) based at the National and Regional levels.
Job Summary: The National
Programme Manager (YLP) will provide leadership in the continuous development,
management, coordination and control of the Youth Livelihood Programme (YLP)
and the Technical Support Team (TST).
Key Duties and
Responsibilities:  
  • The jobholder will also provide day-to-day
    supervision and coordination of Proramme implementation
  • Develop and institute programme management
    systems, procedures, and plans.
  • Prepare and submit quarterly and annual
    work plans and budgets for the Programme.
  • Send periodic progress reports to the
    stakeholders on Programme implementation and performance.
  • Coordinate the periodic review of
    operations and management policies and guidelines.
  • The incumbent will also ensure proper and
    timely accountability for all resources under the Programme.
  • Manage the performance of members of
    Technical Support Team.
  • Actively promote and market the Programme
    as a Government of Uganda Programme.
  • Coordinate feedback and responses to the
    various stakeholders of the Programme.
  • Submit performance and financial reports to
    the National Technical Working Committee.
  • Review performance reports-and compile
    issnas for .action….
  • Acts as the Secretary to the National
    Technical Working Committee (NTWC).
  • Perform any other duty that may be
    assigned from time to time.



Qualifications, Skills and
Experience: 
  • The applicant must be a Ugandan who holds
    an Honours Bachelors Degree in Economics, Social Sciences, Development
    Studies or Business Administration from a recognized University
  • Also, be in possession of Master’s Degree
    in Economics, Economic Policy and Planning, Social Sciences, Project
    Planning, Development Studies or Business Administration from a recognized
    University.
  • A minimum of five years of related
    experience.
  • Broad knowledge and understanding of the
    Social Development Sector and Strategic Management.
  • Excellent interpersonal and communication
    skills.
  • Highly self-motivated with strong
    organizational and planning skills
  • Computer literacy skills
