About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager,
Petroleum Refining, Gas Processing and Utilization will be responsible for
monitoring and regulating the development and operation of refineries, gas
conversion and petrochemical facilities in the country.
Key Duties and
Responsibilities:  
  • The incumbent will review and advise on
    engineering designs during development of refinery and gas conversion
    facilities
  • Keenly monitor the administration of
    agreements and contracts related to the Refinery and gas conversion
    facilities in the country.
  • Review and advise on codes and standards
    during development of refinery and gas conversion facilities.
  • Tasked with monitoring and regulating of
    refinery and gas conversion activities and reporting compliance of the
    licensees with the relevant laws, regulations, guidelines and contracts in
    Uganda.
  • In charge of recommending and advising on
    the policies, legislation and codes of practice affecting refinery and gas
    conversion activities in Uganda.
  • Responsible for evaluating and advising on
    operational plans and other relevant activities for refinery and gas
    conversion facilities submitted by licensees.
  • Manage the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • Plan and budget for resource requirements
    in the Division and monitor the usage to ensure efficiency
  • Develop and monitor the Division Work plan
    and performance agreements with all the staff under supervision
  • Keenly monitor staff performance and
    provide guidance and periodic feedback for performance improvement
  • The incumbent will also assess the training
    and development needs of staff under supervision and recommend appropriate
    interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction



  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the Division
  • Perform any other duty assigned by the
    Supervisor
Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Manager, Petroleum Refining, Gas Processing and
    Utilization job placement must possess a Master’s degree in chemical
    and/or process engineering, petroleum engineering or refinery engineering
    from an internationally recognized University.
  • Possession of a Bachelor’s Degree (Hons)
    in Engineering, physical sciences or related discipline from an
    internationally recognized institution.
  • At least five years’ working experience in
    the Oil and gas sector, three years of which should be in a busy and
    well-organized institution.
  • Previous working experience in a
    leadership role in an organization /project with diverse professionals.
  • Possession of an internationally
    recognized professional qualification or membership of an internationally
    recognized professional body in the relevant areas.
  • Extensive knowledge of the policies, laws,
    regulations and Guidelines regarding petroleum refining and processing.
  • Highly innovative and with a proven high
    level of integrity.
  • Ability to work independently and in a
    team.
  • Good track record of outstanding
    performance.
  • Excellent interpersonal and communication
    skills.
  • Possess good administrative and
    negotiation skills.
  • Excellent track record of training and
    mentoring others.
  • Excellent analytical skills.
  • Proficiency in the relevant computer
    packages
