Job Summary: The Senior
Human Resources Specialist will mainly be responsible for delivering the
components of recruitment on boarding in MSH ensuring that the best possible
talent is hired. S/he is responsible for management of Human resources
information systems, employee medical insurance information, staff personnel
files and MSH Uganda leave records.   She
supports the HR team in creation of a healthy working environment through, open
policies, information sharing and organization of staff functions. S/he shall
stand in for the HR Country Manager in his/her absence.
Key Duties and
Responsibilities:  
Recruitment and placement:
  • Takes lead of the in-country recruitment
    and placement process
  • Ensure all recruitment policies,
    procedures and techniques are adhered to and recommend improvements.
  • The incumbent will review and prepares
    recruitment materials including job descriptions, job specifications,
    adverts and interview questions for positions to be filled
  • Carries out short listing, coordinates
    & participates in interviews
  • Conducts antiterrorist and reference
    checks & forwards information for terrorist checks and bio data forms
  • Maintains an active and organized data
    bank of applicants for various positions.
Prepare and coordinate the new hire on-boarding process:
  • Ensuring that employees have
    identity/health insurance cards and have completed the relevant enrollment
    forms processing work permits ensuring that orientation is conducted on a
    monthly basis, and that all new staff receive the new staff information
    pack before they report to work. 
    Follow up with the supervisor and the new employee to ensure s/he
    has completed the process.
  • Responsible for management of all MSH
    Uganda leave records ensuring that all leave requests are authorized by
    supervisors, verified by supervisors and accurately captured in the leave
    database. Verify leave information in the time sheets to ensure that it is
    accurately captured.
  • Responsible for HRIS management by
    processing employment actions in the Nuview system when changes are made
    to an employee’s status, entering the updated information into the HR
    database and payroll and sending appropriate communications to the
    employees.
  • Manage the staff personnel file to ensure
    that all information is accurate and updated in a timely manner. Routinely
    file documents and ensure files are complete at all times. Audit files on
    an bi annual basis.
  • Responsible for ensuring employee medical
    insurance information is accurate prior to payment, liaising with medical
    insurance providers to address staff medical issues.
  • Support the creation of a safe and healthy
    work environment through organizing appropriate activities.
  • Provides general HR support including
    monitoring of employee contracts dates, processing letters and
    coordinating the process for separating employees.



Qualifications, Skills and
Experience:
  • The ideal candidates for the Management
    Sciences for Health (MSH) Human Resources Specialist job placement should
    hold a Bachelor’s degree in Human Resources or equivalent relevant
    education.
  • At least five years of prior exposure and
    experience
  • Generalist background with broad knowledge
    of the human resources functions.
  • Able to work successfully and productively
    in a team environment or independently and deal with multi-tasks
    effectively.
  • Demonstrated ability to perform well in a
    high pressure and complex environment.
  • Excellent problem-solving skills with the
    ability to envision and deliver innovative solutions.
  • English fluency and strong administrative,
    organizational, and written and verbal communication skills.
  • Excellent interpersonal skills and
    demonstrated ability to interact professionally with culturally diverse
    staff, clients and consultants environment.
  • Advanced computer skills in word
    processing, database, presentation, organizational chart and spreadsheet
    applications; Microsoft Office preferred, along with ability to learn new
    software packages
