The United States Embassy in Kampala, Uganda has enjoyed diplomatic
relations with Uganda for over 30 years. 
Ambassador Deborah R. Malac currently heads the U.S Mission to
Uganda.  The Mission is composed of
several offices and organizations all working under the auspices of the Embassy
and at the direction of the Ambassador.

  • Centers for Disease Control (CDC)
  • Peace Corps 
Job Summary: The Health
Information Systems Analyst Team Lead is the lead of the Health Information
Systems Team and provides technical expertise and management oversight for CDC
systems analysts, application developers, and database administrators during
the analysis, designing, reviewing and implementation of health information
systems for CDC-Uganda HIV/AIDS projects and public health evaluations, as well
as for implementing partners (IPs) providing prevention, treatment and care,
and surveillance activities in Uganda. 
The incumbent works with CDC project officers, scientists, and
researchers to understand the intended outcomes of CDC projects, partner
programs and activities, and the required timeliness and uses of the data they
collect, ensuring that developed health information systems incorporate
identified needs.  Using advanced
statistical and data modelling software on data collected from program and
public health evaluations, the incumbent develops analyses to evaluate the
impact of such programs at community, regional and national levels.   
Key Duties and
Responsibilities:  
Health Information Systems Analysis, Design and Review: 35%                                                                
  • The incumbent is responsible for technical
    support to existing PEPFAR (President’s Emergency Plan for AIDS Relief)
    supported information systems used at CDC Uganda, health facilities,
    implementing partners and at the Ministry of Health.
  • The incumbent will work with PEPFAR
    monitoring and evaluation staff, and other technical teams, to provide
    technical assistance in a variety of activities including, but not limited
    to, user training and support, reviewing user requirements, revising
    paper-based HMIS tools, upgrading electronic systems to adapt with changes
    in the HMIS tools, systems administration, developing procedures, and
    using techniques to integrate systems data exchange. Some of the systems
    already deployed includes DATIM, DATIM4U, Ministry of Health DHIS2,
    OpenMRS and other eHMIS software used by IPs.
  • The incumbent ensures the quality of
    Health Information Systems used by CDC and partner projects and programs:
    s/he provides feedback to the data teams and management personnel in CDC
    and the partner organizations, on required systems, system enhancements,
    and mechanisms for correction of existing problems and minimization of
    future problems.
  • The job holder is the lead for CDC systems
    analysts, developers and database administrators, providing insight to the
    team on the specific collection, reporting, and analysis functionalities
    required in the various health information systems. 
  • The incumbent plays an oversight role over
    the systems analysts, who in turn provide system requirements
    specifications (SRS) and system design documents that include structured
    programming language code to application developers to be converted into
    application components through object-oriented programming methods to
    build re-usable objects or components for data management, reporting, and
    analysis.
  • The job holder also identifies methods for
    automating data management tasks including reporting which will eventually
    be incorporated into an application front-end to a data warehouse and a
    decision support system.



Data Analysis and Quality: 25%                                                                                                                                  
  • The job holder is responsible for
    technical assistance to improve the quality of data being collected by CDC
    and partner projects and programs, and provides oversight to the CDC
    systems analysts and developers who in turn provide feedback to the data
    teams and management personnel in these organizations, as well as CDC
    project officers, on data quality issues and mechanisms for correction of
    existing problems and minimization of future problems.   
  • The job holder supports CDC data analysis
    needs through ensuring high data quality in terms of validity, accuracy,
    reliability and timeliness and through the training of researchers and
    other programming staff including systems analysts, application
    developers, and database administrators. After developing tools for
    assessing data quality, the job holder distributes these tools to systems
    analysts, developers and database administrators for installation and
    routine use and monitoring that the proper data management practices are
    being implemented by the various organizations at their headquarters and
    their remote sites.
  • Supervision of Systems Analysts and Database Administrator: 20%                                                                    
    • The job holder oversees the work of
      systems analysts, developers, and database administrators on the
      team. 
    • The incumbent is responsible for
      organization of these positions in a manner that is highly efficient and
      effective to carry out allocated tasks. This is achieved through regular
      meetings, feedback, annual and semi-annual evaluations, mentoring, and
      identification and recommendation of staff for training.
    • The job holder constitutes teams to handle
      tasks that require multiple skills or have short execution periods to meet
      deadlines.
    • The incumbent supervises assigned
      contractors on software engineering and support projects to ensure timely
      and quality deliverables.
    Interagency Coordination: 20%      
                                                                                                                               
    • The job holder is a member of the
      Strategic Information (SI) PEPFAR Technical Working Groups. Using analysis
      and design tools, the  job holder
      routinely presents information to members of the technical working groups,
      partner staff and other main stakeholders like Ministry of Health, on data
      quality and recommendations on how data quality may be improved and on
      priority areas as well as impact implications for scale-up of programs.
    • The job holder will participate in the
      process of target setting through the SI TWG by developing innovative
      approaches to enable other technical working groups to set targets using
      data from existing systems.  This
      will be done by supporting the process of data extraction, developing
      target setting templates, and shaping targets for data exchange into
      DATIM. 
    • Similarly, the incumbent will support the
      process of quarterly results reporting by working with M&E agents to
      extract data from key data source systems and shaping them for loading
      into DATIM.



    Qualifications, Skills and
    Experience: 
              
    • The applicants for the United States US
      Embassy Health Information Systems Analyst Team Lead career placement should
      hold a Masters Degree in Biostatistics, Computer Science, Information
      Technology, Information Systems, Health Informatics, Mathematics, or Data
      Management is required
    • A minimum of six years’ experience in
      advanced analysis and programming methods using SPSS, SQL, SAS or another
      structured programming language is required.   In addition, at least two years’
      experience in a supervisory data management and systems analysis position
      in the health field is required.
    • Advanced knowledge of systems analysis and
      data modelling, management, and quality assurance is required.  Knowledge must be at a level appropriate
      for supervising other senior data management staff in partner
      organizations.
    • The incumbent must have the ability to
      lead a multi disciplined team.  Keyboarding skill with speed and accuracy
      is required. 
    • Previous exposure and experience in
      systems analysis, forms management, and error resolution in data entry is
      required.
    • Language Proficiency:  The applicant must be fluent (Level IV)
      in English. Ability to read and write technical manuals and scientific
      papers in English is required
