About US:
The Uganda Episcopal Conference (UEC) is the Assembly of the Catholic
Hierarchy in Uganda, constituted with the approval of the Holy See, through
which bishops express their collegial responsibility through collective action,
to assure the progress of the Church and coordination of its social and
pastoral ministry.
About CDC Program:
UEC has received a sub-grant from Rakai Health Sciences Program with
support from the US Centers for Diseases Control and Prevention (CDC) to
implement the “Accelerated HIV Epidemic Control program” in the Masaka Region.
Through the health department, the Uganda Catholic Medical Bureau (UCMB), UEC
will coordinate and support the programming and implementation of accelerated
HIV epidemic control in PNFP health facilities accredited to the Uganda
Catholic, Muslim and Protestant Medical Bureaus in the Masaka Region.
Job Summary: The Accounts
Assistant will mainly ensure and provide timely and accurate reviews of partner
quarterly budgets, expenditure, post account allocation for all PH Advance
accounts, build capacity of lower level supported health units in financial
management in line with donor requirements.
Key Duties and
Responsibilities:  
  • Receive and review cash forecasts from the
    Sub-recipients and counterparts to ensure they are in line with the
    approved grant budgets and monitor partners’ budgets throughout the year.
  • Support the health facility Staff in
    developing grant budgets that align with their work plans.
  • Carry out financial reviews for
    Sub-recipients (partners) to evaluate compliance with UCMB & RHSP and
    Donor regulations.
  • Send timely and accurate verification of
    sub recipient advances and liquidations of HIV/AIDS related activities
    ensuring that all expenses are coded to the appropriate account codes,
    expenses are within budget and are adequately supported and are authentic.
  • Provide general capacity building to
    counterparts in areas of budgeting, broad financial management and
    programmatic accountability.
  • In charge of monitoring and evaluation of
    partner advances /grants and assisting partners/grantees with advice and
    practical guidelines on financial matters.
  • Support the Project Accountant with month
    end reporting.
  • Review all substantiating source documentation
    to ensure that they comply with 6AAP, A-122, all relevant OSG regulations,
    and RHSP agreement terms
  • Carry out reconciliation and monitoring of
    the grant data entered in the Accounting software to ensure accuracy in
    cost charging.
  • Prepare payment requests, vouchers for
    accuracy and completeness for payment.
  • Performs monthly bank reconciliations and
    submits to Project accountant for review.
  • Ensure compliance with donor rules and
    regulations
  • Review and process cash advances for
    Partners.
  • Work in liaison with the Administrative
    Assistant oversees the arrangement of staff and visitors’ travel within
    and outside the region.



Qualifications, Skills and
Experience: 
  • The applicant must hold a B.Com / BBA with
    Accounting options.
  • A minimum of five years of related
    experience in a busy finance environment; knowledge of at least one
    accounting system and experience in Health related International NQO
    operations, regulations and compliance issues.
  • Additional qualification in CPA, ACCA at
    level II and above is an added advantage.
  • Computer literacy skills with Competency
    in MS word, MS Excel and accounting software.
  • Good team player with excellent written
    and oral communication skills in English.
  • The person must be able to work with
    minimum supervision.
  • Ability to manage multiple tasks at a time
    and work effectively with colleagues from different backgrounds.
