The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The WASH/Construction
Supervisor will provide technical support from the Civil Engineer, plus other
UNHCR’s relevant sections in Regional Hub and Geneva, and in close
collaboration with relevant District Local Governments Departments, and
implementing partners
Key Duties and
Responsibilities:   
  • The jobholder will co-ordinate UNHCR’s
    Water, Sanitation and Hygiene (WASH) programme, provide technical and
    capacity-building assistance in water, sanitation and hygiene sectors to
    population of concern using a community-based approach.
  • Offer timely technical guidance,
    supervision and reporting on implementation and operation management of
    WASH activities carried out by the Implementing Partners (IPs).
  • Jointly with technical staff of the IPs,
    update detailed needs and resource assessments and revise designs of
    technical plans as necessary taking into account practical aspects of
    implementation, and relevant technical specifications and guidelines.
  • Develop practical tools and guidelines to
    implement a mechanism for monitoring, evaluation and reporting of
    construction works as well as operation and management of WASH-related
    activities.
  • Develop capacity-building strategy to
    ensure follow-up and sustainability of WASH interventions at the community
    level.
  • Ensure beneficiaries’ participation and
    community mobilization in all aspects of WASH planning, implementation,
    monitoring, evaluation and reporting activities with focus on protection
    risks and access especially for women, children, ethnic groups and other
    groups with specific needs.
  • Prepare and review technical proposals and
    requests received by the Office for funding submissions, undertake
    feasibility assessments and perform technical evaluation of the proposals.
  • The jobholder will coordinate with IPs,
    Government technical departments, other UN Agencies and the beneficiaries
    on all technical issues, and facilitate for timely and cost-effective
    implementation of the proposed technical activities.
  • Review on a regular basis the quantity and
    quality of water, sanitation and hygiene promotion services offered in the
    settlement.
  • Compile draft sectoral reports covering
    water, sanitation/hygiene and other technical areas as instructed by the
    Office.
  • Ensure IP compliance to the mandatory
    reporting requirements for the UNHCR WASH Monitoring system (WMS)
  • Conduct preliminary site investigations to
    obtain field data such as soil characteristics, drainage and other data
    required for resettlement infrastructure construction project
  • Support the Civil Engineer in the
    preparation of design drawings (using AUTO-Cad or Archi- Cad) for
    infrastructure projects
  • Assist the Civil Engineer in the preparation
    of cost estimates for new infrastructure and facilities renovation
    projects.
  • Assist the Civil Engineer, with the
    technical input to the preparation of tenders, during bid evaluation
    process and in the preparation of the contracts award approval documents.
  • Conduct field monitoring or inspection on
    the construction projects as instructed by Civil Engineer
  • Prepare report on construction progress
    and technical issues hindering the progress of construction activities and
    report to Civil engineer
  • Provide construction progress report used
    to authorize payments and filing system for construction projects
    information record system
  • Perform other duties as assigned by the
    engineer
Furthermore, UNV volunteers are encouraged to:
  • Strengthen their knowledge and understanding
    of the concept of volunteerism by reading relevant UNV and external
    publications and take active part in UNV activities (for instance in
    events that mark IVD);
  • Be acquainted with and build on
    traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of
    voluntary action that they are undertaking, including participation in
    ongoing reflection activities;
  • Contribute articles/write-ups on field
    experiences and submit them for UNV publications/websites, newsletters,
    press releases, etc.;
  • Assist with the UNV Buddy Programme for
    newly-arrived UN Volunteers;
  • Promote or advise local groups in the use
    of online volunteering, or encourage relevant local individuals and
    organizations to use the UNV Online Volunteering service whenever
    technically possible.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UN Volunteers WASH/Construction Supervisor job  opportunity should hold a University
    degree in Civil Engineering or related fields of study
  • Professional working experience in WASH –
    Water Supply (pumps, generators, boreholes, surface water supply, water
    treatment, distribution pipe lines etc.), sanitation (at household and
    institutional level), and hygiene promotion at community level for a
    minimum of 2 years.
  • Strong commitment to UNHCR’s mandate
  • Previous experience in working with
    Government, NGOs, UN Agencies and the community
  • Excellent communication and proficiency in
    technical writing
  • Highly analytical skills
  • Good team player and strong interpersonal
    and coordination skill
  • Computer literacy and fluency in spoken
    and written English
  • Ability to work effectively in challenging
    situations including field locations with minimum supervision.
  • Willing to undertake frequent travel to
    all settlement areas and Transit Centre locations
