WASH, Health, Education, Livelihoods, Community service & development and
Protection programs in the region for a period of more than 20 years.
About UNHCR Project:
HIJRA with funding from the UNHCR in Uganda is implementing a
multi-sectoral Program for refugees in Oruchinga settlement (Isingiro
district), Nakivale settlement (Isingiro district) and Nyakabande Transit
Center (Kisoro district).
Job Summary: The Public
Health Engineer will be tasked with managing the assigned WASH and infrastructure
project(s) in line with the objectives, budget and timeframe laid down in the
proposal(s). The role also includes: enhancing beneficiary participation;
managing and training local staff; implementing control and quality procedures
and cooperation with the field implementing staff; assessing, planning and
initiating new infrastructure and WASH projects / proposals
Key Duties and
Responsibilities:  
Technical Management:
  • Responsible for the implementation,
    management, supervision and support of the assigned infrastructure and/or
    WASH project(s) in line with the activity plan and time frame of the
    relevant project proposal(s) and any applicable national and international
    guidelines and standards as well as providing support to the CPM in
    developing new standards.
  • Manage the quality construction of all
    infrastructure structures, ensuring good maintenance and sustainable
    processes are put in place especially helping to involve more the local
    communities drawing on similar experience in WASH projects, namely helping
    to improve the current communities’ setup.
  • Work towards the continual improvement of
    the processes and the technical implementation of the infrastructure WASH
    program. In particular help implementing a better framework and give
    feedback on how to both have better ensure quality of the work being done
    while keeping paperwork to reasonable amount.
  • Offer input into the integration of
    beneficiary participation and accountability (BA) in all aspects of the
    project. Help integrate beneficiary participation into the existing
    project(s) framework: communities, random selection of casual laborer for
    interview and help develop new ways in integrating BA into infrastructure
    project(s).
  • Ensure accurate and timely reporting of
    activities for internal and external reports (e.g. monthly, quarterly and
    final reports) as requested by field managers, CO and donors.
  • Support the CPM in analyzing former
    infrastructure and WASH projects and budgets in order to improve project
    and budget quality and procedures.
Staff Management:
  • Manage and oversee the assigned team
    including being part of the recruitment team, day-to-day management,
    development and training, appraisals, etc.
  • Promote health and security of team(s) by
    providing support to the CPM in developing security and safety guidelines
    in the workplace and ensuring healthy living conditions and practices are
    followed.
Financial Management:
  • Work closely with relevant field managers
    to plan, construct and manage budgets for the assigned project(s).
  • Be part of procurement evaluation
    team/committee for all WASH related procurement/contracts or services.
Logistics:
  • Manage the correct and timely ordering
    (within budgetary constraints) of all necessary Infrastructure and WASH
    supplies and equipment for the assigned activities, ensuring minimum
    stocks are maintained and items are stored and distributed correctly and
    timely.
  • Ensure the careful use, regular servicing
    and appropriate replacement of all equipment, within budgetary
    constraints, for the assigned project(s).
Quality Management:  Implement, as far as is possible within
operational constraints, relevant policies and standards relating to current
operations including national, and international (e.g. Sphere and HAP)
standards, donor guidelines and other good practice.
Qualifications, Skills and
Experience:
  • The ideal candidate for the HIJRA Public
    Health Engineer job opportunity should hold an advanced Degree in Water
    and Sanitation Engineering, Environmental Science, Public Health or any
    other related Field.
  • At least five years of skills and
    experience gained preferably in emergency settings.
  • A minimum of five years of related working
    experience in a relevant field.
  • Previous experience of project management
  • Experience of contract management highly
    desirable
  • Experience of working with communities and
    community-based organizations
  • Prior experience in promoting community
    involvement and participation in program implementation including set up
    and training of water user committees and sanitation committees and
    managing community relations and interaction.
  • Previous experience of implementing rural
    water and sanitation projects
  • Demonstrated analytical and conceptual
    skills to plan projects, timetable agreed activities and oversee
    activities
  • Ability to implement effective projects
    with sometimes limited resources.
  • Excellent computer skills including
    familiarity with AutoCAD (latest version), Microsoft Word and Excel.
  • Ability and willingness to work in remote
    areas for extended periods of time
  • Outgoing personality with excellent communication
    skills.
  • Good team player, flexible and capable of
    working with a multinational country team
