The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
Job Summary: The Procurement
Officer will provide an efficient and effective support to DRC Program in all
procurement process and management.
Key Duties and
Responsibilities:  
  • Ensure procurement activities and maintain
    update data base such as; Supplier list, delivery follow up, weekly
    procurement tracker prices list, etc.
  • The jobholder will also ensure that DRC
    chapter 16 is utilized for all procurement process. 
  • Manage all the Order Request and ensure
    that the requestors are informed on time. 
  • Ensure that the approved orders are
    supplied in time and informed the requestors 
  • Ensure that the procurement tracker is
    update and share with relevant program/department on weekly basis. Every
    Friday before COB. 
  • The jobholder will share with finance and
    managers on weekly basis all commitment under the procurement. 
  • Establish a pre-qualified supplier
    list 
  • Develop effective and reliable source of
    supply chain within the Country. 
  • Work in liaison with logistics manager to
    establish a framework agreement for common goods needed for DRC
    operation. 
  • Establish a unit price list of essential
    items and material commonly purchase to guide the program managers when
    they are raising the OR and also for budget monitoring purposes. 
  • Conduct market survey to get the best
    value for money 
  • Maintain and reviewing all records of purchase
    of goods including their cost, deliveries and payment is done on time 
  • Monitor the supply market trends for
    updates information like current market price, new products and suppliers
    as well. 
  • Ensure a good handling of documentation
    and compliances work related to procurement are filed and kept in the good
    order for control and audit purposes 
  • To closely work with program managers and
    keep them informed at all time the status of their request to enable them
    to plan. 
  • Ensure that supervised staff member is
    adequately monitored supported to carry on his work efficiently. 
  • Adhere to DRC Code of Conduct and DRC
    specific procurement procedures within the logistics department. 
Communication:
  • Maintain a transparent, honest and
    supportive communication structure with colleagues to ensure they are kept
    informed of applicable fleet activities and requirements.
  • Develop and maintain positive
    relationships with local authorities, other NGOs and any other
    stakeholders, representing DRC and ensuring good co-operation.
 Quality Management:
  • Be aware of the potential for loss or
    fraud in fleet activities such as fuel cost, mislead transport usage, and
    procedures.
  • Pro-actively work to prevent such
    occurrences by working with relevant line managers to improve transparency
    and to ensure the best use of DRC assets and resources.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Procurement Officer job placement must hold a High school
    diploma or above with a qualifications and experience in areas such as
    fleet management, assets and inventory management, or logistic
    operations/management, supply chain management, etc.
  • Computer literacy skills i.e. Word, Excel,
    Power Point, etc.
  • Fluency in spoken and written English
Personal Competencies:
  • Professionalism
    – Strong personal initiative and willingness to accept
    responsibilities; good knowledge of logistics work and practices; ability
    to work in the remote locations
  • Ability to establish priorities and to
    plan, coordinate and monitor work
  • Sound judgment in applying technical
    expertise to resolve a rank of issues/problems. 
  • Good negotiating skills and ability to
    influence others to reach agreement. 
  • Teamwork
    – Good interpersonal skills; ability to lead teamwork, ability to
    develop and maintain effective working relationships with logistic
    counterparts in a multi-cultural, multi-ethnic environment and respect for
    diversity. Able to perform under pressure, take initiative and possess a
    resilient attitude
